THIS IS NOT AN ENTRY-LEVEL POSITION; IT IS A SENIOR MANAGEMENT ROLE OVERSEEING DEPARTMENT-WIDE SAFETY, SECURITY, AND EMERGENCY PROGRAMS.

The Department of Transportation Services, Administration Division is seeking a Chief Safety & Security Officer in Honolulu. In this senior leadership role, you will plan, direct, and oversee all safety, security, and emergency programs for the department’s multimodal transportation operations. You will have full responsibility for the Safety and Security Office, including health and safety, environmental compliance, system safety, emergency management, cyber security, and overall security functions.

• Serve as the department’s safety, emergency, and security subject matter expert and primary liaison with the State Safety Oversight Agency.
• Oversee the reduction and mitigation of hazards, injuries, accidents, and security threats department-wide.
• Review, inspect, and approve contractor submittals including plans, procedures, training materials, and compliance documentation.
• Engage in inspections, audits, investigations, and reporting to ensure programs meet contractual and regulatory requirements.
• Perform other related duties as needed.

• Must be able to handle highly confidential information.
• Incumbent of this position is designated as a Disaster Response Worker whose responsibilities may require night and weekend work during natural disasters, and other emergencies (e.g., when 24-hour staffing of the City’s Emergency Operating Center is activated).
• Regular office hour and work schedule changes and may include weekdays, weekends, and hours outside of 7:45 a.m. to 4:30 p.m.
• Actual salary will be commensurate with applicable experience, pending approval.

Equivalent to graduation from an accredited college or university with specialization in city planning, architecture, engineering, economics, sociology, public administration or a related field.

Substitution:
Work experience may be substituted for a bachelor’s degree on a year‑for‑year basis. Such experience must have provided the knowledge, skills, and analytical ability normally gained from attainment of a bachelor’s degree.

• Four (4) years of professional work experience, in any occupation, may substitute for a general bachelor’s degree.
• Four (4) years of general work experience (does not need to be professional level experience) in safety, security, and/or emergency systems work may be substituted for a general bachelor’s degree.

Education obtained outside of the United States must be comparable to a degree earned at an accredited college/university in the United States. In order to receive credit for the education, a foreign credential evaluation (FCE) must be provided.
