Starting salary may be at a rate between Step D and Step H salary range listed above, based on qualifications.

Telework and Residency Requirements

Telework opportunities may be available for this position, subject to compliance with the Hawaii residency requirement under Hawaii Revised Statutes 78-1(c). Candidates must become a resident of Hawaii within thirty days after commencing employment. Bona fide military service members' dependents located in Hawaii are exempt from the residency requirement.

A flexible or hybrid work schedule may be available after probation for an employee with a satisfactory performance record. The schedule may change at any time based on operational needs.

Summary of Duties

This position is responsible for planning, coordinating, and developing activities for the Judiciary’s external resource management program, including management and administration of external resources such as grants, other external funds, training, and technical assistance, and ensuring compliance with their terms and conditions. Additional duties include supporting the development and updating of comprehensive plans for programs and standards related to the Judiciary’s measurement of court performance.

Minimum

Qualification Requirements

Education Requirement: A bachelor’s degree from an accredited college or university, OR excess administrative, professional, technical or other work experience that provides a general background equivalent to a bachelor’s degree on a year‑for‑year basis.

Specialized Experience Requirement: Three (3) years of progressively responsible professional work experience in one or more of the following:

  • Assisting in the management of business and administrative activities, demonstrating ability to plan, coordinate, and manage projects that impact major programs, conduct program development and evaluation, develop new or revised procedures, ensure adherence to management practices, develop legislative proposals or analyze proposed legislation, and conduct research to improve management systems.
  • Analyzing, interpreting, or evaluating technical material (e.g., statutes, rules, regulations); solving technical, managerial, or administrative problems using problem‑solving methods, recommending solutions, and writing narrative reports.
  • Performing work in complex situations and providing advisory services to management in program development and evaluation.
Desired Qualifications

Familiarity with grants management and/or ensuring compliance with external resource agreements is desired.

Substitutions Allowed
  • Satisfactory completion of all academic requirements for a Master’s degree in business, public administration, or a related field from an accredited institution may substitute for one (1) year of Specialized Experience.
  • Graduation from an accredited law school may substitute for two (2) years of Specialized Experience.
