Duties
* Plans, organizes, and executes a wide range of activities for the center/wing Complaints Resolution Program (CRP) and Fraud, Waste, and Abuse (FWA) Program, ensuring compliance with legal and regulatory requirements, and ensuring the best interest of the Department of the Air Force and Airmen needs are met.
* Investigates IG complaints and FWA allegations and serves as the center/wing authority on conducting investigations and documenting the analysis, conclusions, and findings.
* Develops and administers a viable education and training program for the commanders and base populace on their rights and responsibilities in regard to the Department of the Air Force Complaints Resolution and Fraud, Waste, and Abuse programs.
* Assists with the execution of the Commander's Inspection Program and aids the Inspector General (IG) official records Freedom of Information (FOIA), Privacy Act (PA), and Official Use Request (OUR) programs. Requirements Conditions of employment

* Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period.

* May be required to travel by military or commercial air while in temporary duty status to attend conferences and meetings.
* The employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
* This position requires a high degree of discretion in relation to sensitive information of which the incumbent is aware.
* A master's degree or equivalent experience in public management, administration or criminal justice is desired.
* The employee is required attend and complete the Inspector General Training Course (IGTC) no later than 90 day after selection, IAW applicable Air Force Instructions.
* Must be able to obtain and maintain a Secret security clearance.
* This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, General Inspection Investigation Enforcement and Compliance Series 1801.
SPECIALIZED
EXPERIENCE:
Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includesimplementing and managing all phases of complaints resolution and fraud, waste, and abuse (FWA) programs; knowledge of the laws, regulations, Executive Orders, court decisions, UCMJ, and issues related to the IG complaints resolution process;
investigative techniques, principles, and procedures to conduct complex investigations of allegations of fraud, waste, and abuse or other complaints of wrong-doing or inappropriate behavior on the part of all employees; fact-finding, planning, and methodologies in conducting interviews, inspections, and investigations to analyze the nature of the complaint and specific issues to be addressed; applying tact and diplomacy during difficult circumstances to advise and inform complainants or high-level offices on complicated, sensitive, and occasionally controversial issues;
ability to interpret complex laws and regulations; apply analytical techniques to a variety of difficult and complex complaints, inquiries, requests for substantive information; and resolve/recommend appropriate disposition. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
