Position: PLANNER VI - OAHU

Recruitment Number 26-0097 - The current permanent, full-time vacancy positions are located in Ewa for the Department of Hawaiian Home Lands.

This recruitment will be used to establish a list of qualified candidates to fill the current full-time vacancy positions and may be used to fill future vacancies as they occur.

Salary: $7,159 to $8,230 per month (SR-26, Step D to I) - Salary includes Shortage Category Differential.

Hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Positions in the Planner series are concerned with providing legislative and top-level administrative policymakers with information and plans for the orderly and coordinated physical, environmental, social and/or economic development of Hawaii and/or of the services of the State government. Positions are involved with the development of information and rationale for decisions which affect the direction, rate and character of growth of the State and/or of services to the people of the State over a significant period of time.

The Planner VI supervises and participates in a variety of major planning projects, or serves as planner‑in‑charge for a major planning study or project of the State's principal planning department and/or as overall coordinator of a major inter‑agency planning activity; and performs other related duties as assigned.

This class involves responsibility for major planning projects affecting private and/or public activity throughout the State. Such responsibility includes planning, coordinating and conducting such projects in accordance with general supervision, and basic administrative and policy guidelines. Public contact in obtaining cooperation and support is evident. A position in this class may supervise a small staff of subordinate planners on a continuing basis or operate without subordinates but utilize departmental support services as needed.

A non‑supervisory position in this class exercises significant administrative responsibility in work activity management and/or coordination.

To qualify, you must meet all of the following requirements:

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic

Education:

Bachelor's degree from an accredited four‑year college or university.

Specialized

Experience:

4‑1/2 years of progressively responsible professional planning experience which included the collection and evaluation of an extensive variety of physical, social, economic and environmental data, determination of public opinion and general community objectives and policies to obtain a comprehensive prospective of conditions and identify problems and opportunities in the area(s) of concern.

The experience MUST also show actual involvement in and responsibility for:

  • The integration of such information including: the consideration of relationships among resources, facilities, services, needs and values for the development of policy options, alternatives for action, programs and priorities to meet goals and objectives for a given geographic area of concern;
  • Advising and assisting agencies and administrators on planning concepts and methods, providing technical information and analyses for the formation of plans and programming of plans;
  • Formulation and presentation of plans and policy recommendations including alternatives and consequences of alternative actions to decision makers and at public hearings.

Such experience should demonstrate possession of the knowledge and general research sources and sources of environmental socioeconomic information, practices of public planning, and the ability to analyze facts and develop sound conclusions therefrom.
