Position Overview /Duties

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About The Position

The Resource Analyst serves as a principal advisor to the POD Chief of Resource Management, providing expert analysis and guidance on assigned financial and/or manpower programs for the POD Regional Business Center (RBC). The RBC supports 4 subordinate Districts and the POD Division Headquarters. As a member of the Resource Management team, the incumbent delivers strategic financial and workforce management support to POD leadership and subordinate Districts to ensure effective planning, execution, and oversight of resources.

The ideal candidate will have knowledge of the finance and accounting operations of a government organization and fiscal law; familiarity of manpower and force management functions including managing an Integrated Manning Document; and an understanding of government budgeting principles, management of funding, and knowledge of reporting and analysis of financial operations.

Major Duties
  • Serves as a POD Resource Analyst and as the subject-matter expert for the POD RBC for budget, manpower, and accounting activities.
  • Coordinates the resource management activities with higher headquarters, support activities, and the managers of the activity.
  • Provides guidance and direction for the implementation of financial and manpower regulations and policies.
  • Oversees and provides guidance on the appropriateness of how funds issued to the Pacific Ocean Division, to include all types of DoD, non-DoD, state and local annual and multiyear funding (direct & reimbursable) will be executed based on fiscal law/policy.
  • Provides direction and technical expertise to POD and all subordinate Districts on financial and manpower activities.

  • This position is eligible for situational telework.
  • This position requires that you obtain FMC
    02-Financial Management Certification Level II within two (2) years of entry on duty.
