Position Overview /DutiesThis is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About The PositionThe Honolulu District (POH) is seeking to fill a GS-0343-12 Management Analyst position in the Resource Management Division, Budget, Manpower & Management Branch. The ideal candidate should have experience in manpower management oversight, workload analysis, internal controls, and budget formulation & execution, with strong analytical, organizational, and communication skills. This role requires attention to detail, the ability to assess workload drivers, and experience working across multiple organizations and with senior leadership to brief and support informed manpower decisions.
MajorDuties
- Serve as Senior Management Analyst providing oversight and analytical support for District manpower management and workload analysis. Working between Technical Offices and RM to bridge Workload/Income analysis with a focus on manpower requirements for the operating budget.
- Act as program administrator for the Risk Management Internal Control Program (RMICP).
- Serve as lead for Support Agreements and G-Invoicing for the District.
- Facilitate District Management Reviews (DMRs), including scheduling and coordinating with RM on presentation.
- Coordinates District reorganizations, maintains the official organization chart and serves as backup for reimbursable funding actions.
- Maintains the RM SharePoint site and provides budget formulation and execution support for assigned G&A offices. Assisting the Budget Officer with process improvement initiatives and tracks key RM-led activities to ensure effective execution.

One year of experience which includes manpower, organizational management, and budgeting. Including experience using and applying analytical tools to evaluate and present data. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time In Grade RequirementApplicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
