THE ETHICS COMMISSION IS RECRUITING FOR AN EXECUTIVE DIRECTOR
SALARY:
Annual range is from $177,429 to $197,376, dependent upon and commensurate with the skill and experience of the applicant.
DUTIES: the standards of ethical conduct in government as expressed in the Revised Charter and the Revised Ordinances of Honolulu. The purpose of these laws and the Commission's work is to improve and maintain public confidence in government officials and employees. The Ethics Commission:
- Advises and makes recommendations to city employees and officials as well as the public regarding conflicts of interest, acceptance of gifts, misuse of city resources, misuse of official position, representation of clients before city agencies, political activities, and post-employment restrictions.
- Enforces the ethics laws by imposing civil fines or recommending discipline for violations.
- Educates city officers and employees to perform their duties in an ethical manner.
- Administers and enforces the financial disclosure requirements for city officials, employees, board and commission members, council members, and candidates for city elective office.
- Administers and enforces the city’s lobbying laws. Lobbyist registration forms and annual reports.
The executive director reports to the appointed, volunteer commissioners and manages a staff often including attorneys, investigators, a training specialist, and administrative support.
REQUIREMENTSAs the Executive Director, the applicant must be a legal counsel to the Honolulu Ethics Commission and be an attorney duly licensed to practice law in the State of Hawaii. The applicant shall be available to start by April 1, 2026. The Honolulu Ethics Commission is seeking an individual with management experience including supervision of subordinates and preparation of budgets. Prior experience with enforcement of federal, state, or local ethics laws is highly desirable.
