Overview
The Alaka'ina Foundation Family of Companies (FOCs) is looking for a Public Affairs Planning Specialist to support our government customer in Aiea, Hawai'i.
Responsibilities- Provide Public Affairs (PA) planning services in support of USUSINDOPACOM's current and future planning operation, activities and investment (OAIs) and exercise priorities as laid out by the USINDOPACOM commander during battle rhythm meetings. Assist in the development of Public Affairs communications, resourcing strategies, and guidance for OAIs, emergent issues and INDOPACOM strategic and operational plans (OPLANS). These efforts will be captured in products such as PA guidance (PAG) and other documents as required to support the battle rhythm events.
- Develop Public Affairs and communications strategies and guidance on issues and operations, followed up with documentation to support USINDOPACOM operational plans (OPLANS), such as (but not limited to) annexes, fragmenting orders (FRAGOs), planning orders (PLANORDs) and execution orders (EXORDs).
- Required to attend meetings and planning sessions that are classified up to TS/SCI level and have ability to access classified, secure networks.
- Tasked to support real world contingencies at USINDOPACOM, operations and/or exercises in support of the USINDOPACOM mission that are classified up to the TS/SCI level.
- Attend, as a PA representative, USINDOPACOM's Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG
) organizational construct meetings, which occur daily. Support emergent odd shift hours requirements when the Joint Operations Center (JOC) shifts to 24-hour operations scheduling, typically in the event of crisis or exercises and potentially as frequently as once a month for up to 7-10 days. - Include public affairs guidance (PAG) or talking points (TPs) in the PowerPoint briefings for the following battle rhythm meetings: PACOM Update Brief (PUB), Joint Executive Steering Board (JESB), Joint Effects Validation Board (JEVB), Joint Plans Validation Board (JPVB), and the Future Operations (FUOPS) brief, all of which are held weekly or biweekly.
- On a daily basis, write, review, and edit PA products in Microsoft Word format, such as communication plans (COMPLANS), public affairs guidance (PAG) and Talking Points (TPs) that are related to the planning and execution of USINDOPACOM's exercise program, consisting of up to 80 exercises annually.
- Ensure that all PA products are coordinated via email or the Task Management System (TMS) with higher Public Affairs authorities at OSD or Joint Staff, subordinate command Public Affairs offices, and other interagency Public Affairs offices within 30 days of exercise start.
- Attend and provide PA guidance to exercise Initial Planning Conferences (IPC), Main Planning Conferences (MPC) and Final Planning Conferences (FPC) up to a quarterly basis with monthly updates on exercise planning efforts (i.e. information from meetings or conferences).
- Develop Public Affairs and communication strategies in support of USINDOPACOM OAIs, write public affairs guidance (PAG), talking points (TP) and other communication products on a daily basis, as well as operational products, such as communication plans (COMPLANs), annexes, fragmenting orders (FRAGOs), planning orders (PLANORDs) and execution orders (EXORDs). Coordinate with the J0
PAC media operations team to ensure written products are tailored for media ops team execution and delivered to the J0
PAC leadership on a daily basis. Length of inputs can vary from one (1) - two (2) sentences inside a PLANORD or EXORD to several pages of a communication plan. - Submit PA planning documents and products via TMS for review by other directorates responsible for information-related capabilities internal to U.S. Indo-Pacific Command and external at subordinate and higher headquarters, as well as across the interagency within 7 days of the OAI.
