Position: GENERAL PROFESSIONAL V (INVESTIGATOR) - EWA, OAHU

Overview

Recruitment Number 25-0400 - This vacancy is located in the Land Management Division, Enforcement Section of the Department of Hawaiian Homelands.

The current vacancy position is a permanent, full-time position located in Ewa, Oahu.

Salary: $6,043 to $7,351 per month (SR-24, Step D to I)

Position type and responsibilities The General Professional V independently performs highly complex professional work; supervises a staff of professional workers comparable to the IV level; serves as a project or team leader (e.g., initiates and completes highly complex projects, coordinates and directs a team of lower level professional workers, ensures accuracy and timely completion of work); or serves as a senior specialist requiring specialized technical knowledge in a particular subject matter area;

and performs other related duties as assigned.

Agency context This position is located within the Department of Hawaiian Home Lands (DHHL), Land Management Division, Enforcement Section. The Enforcement Section is responsible for investigating complaints from the public and government agencies dealing with trespassing and other misuses of Hawaiian home lands. The Section also initiates actions to evict trespassers.

Purpose and duties The purpose of this position is to determine if lease violations are occurring and to protect DHHL property and assets from unauthorized use. Duties and responsibilities include investigating highly complex complaints of alleged illegal activity, analyzing documents regarding lease conditions, status of lands and other relevant information to determine compliance with terms and conditions of lease agreements, composing clear and comprehensive reports detailing investigative findings and recommendations;

and coordinating with law enforcement agencies to resolve and prevent illegal activity on Department lands, among other things; and performing other related duties as assigned. This position also serves as a working supervisor for the Enforcement Section.

Qualifications

Legal Authorization to Work: The State of Hawaii requires all persons seeking employment with the government of the State shall be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment in the United States.

Basic

Education:

Bachelors degree from an accredited four-year college or university.

General

Experience:

One (1) year of responsible professional work experience which required a high degree of analytical skill. Such experience must have involved gathering, evaluating and analyzing facts and other pertinent information required to resolve problems and/or to determine and recommend appropriate courses of action; demonstrated the ability to elicit information orally and in writing; reading, comprehending, interpreting and evaluating technical subjects, analysis or proposals;

and applying problem solving methods and techniques, such as defining and analyzing problems, identifying alternative courses of action, using judgment in determining appropriate alternatives; and preparing clear and concise written reports and recommendations for action.

The experience must have been comparable to the General Professional IV in the State service and must have provided the knowledge, skills and abilities required to perform the duties and responsibilities of the position to be filled: the General Professional IV independently performs complex professional work which involves considerable research and analysis of a variety of issues, identification of various options and recommendation of the most viable solution.

Selective Certification Requirement (Investigator Experience): In order to successfully perform the duties and responsibilities of this position, applicants must possess working knowledge of the Hawaiian Homes Commission Act of 1921, as amended (HHCA), the DHHL Administrative Rules, and departmental policies and procedures. Additionally, applicants must have the ability to handle complex cases in which a high degree of initiative, resourcefulness, and independent judgment are required;

think logically and objectively; and analyze facts, evidence, and information to arrive at sound conclusions. Finally, applicants must possess investigative writing skills.

Based on the duties and responsibilities, as well as the required knowledge, skills, and abilities of this position, certification of eligible individuals shall be restricted to applicants who meet the minimum qualification requirements of the General Professional V class of work, and whose professional work experience includes ONE (1) year of investigative work demonstrating a working knowledge of the Hawaiian Homes Commission Act of 1921, as amended, DHHL…
