Duties and Responsibilities
  • Provides pre-award and post-award extramural support to faculty Principal Investigators (PIs) in one or more assigned departments and units in the College of Natural Sciences
  • Serves as Fiscal Administrator for the College of Natural Sciences
  • Assists faculty/principal investigators with proposal preparation and may include inputting into my Grant and/or successor application
  • Collaborates with Principal Investigators, other Fiscal Administrators and Office of Research Services to facilitate the submission of grant proposals
  • Reviews all College of Natural Sciences grant proposals, budgets and justifications to ensure compliance with Request for Proposal, funding and oversight agency rules and regulations
  • Monitors status of proposals and takes necessary action to update status, including requests for advance accounts
  • Provides post award administration of grants and contacts for assigned College of Natural Sciences Departments, including extensions, close outs, reporting for effort certification, cost sharing, and financial statements
  • Monitors account end dates, and account balances while working with Principal Investigators to take appropriate action to close or extend accounts
  • Acts as liaison between College Principal Investigators, college administration, Office of Research Services and granting agencies
  • Reviews and approves procurement, reimbursement, travel, P-Card and personnel transactions, and other actions ensuring compliance with university, state and federal policies, procedures, and regulations
  • Provides fiscal and payroll data for extramural and allocated funds to UH, state, federal, Research Corporation of the University of Hawaii (RCUH), and other sponsors for effort certification reporting, cost share reporting, analysis, etc.
  • Advises Principal Investigators and department staff on fiscal and personnel matters; resolves issues as they arise
  • Keeps abreast of current university, state, and federal policies, procedures, and regulations
  • Prepares budget and expenditure statements for Principal Investigators, reviews monthly expenditure reports and prepares budget projections
  • Ensures proper recording of expenditures and encumbrances. Initiate corrective action as needed

Minimum Qualifications
  • Possession of a baccalaureate degree in Business Administration, Liberal Arts, or related field and 3 year(s) of progressively responsible professional experience with responsibilities for fiscal, budget and/or grant management; or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills, and abilities as indicated
  • Considerable working knowledge of principles, practices and techniques in the field of fiscal, budget, or grant management as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles, and methodologies
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations, and theories and systems associated with fiscal, budget, or grant management
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner
  • Demonstrated ability to interpret and present information and ideas clearly and accurately in writing, verbally and by preparation of reports and other materials
  • Demonstrated ability to establish and maintain effective working relationships with internal and external organizations, groups, team leaders and members, and individuals
  • Demonstrated ability to operate a personal computer and apply word processing software
  • For supervisory work, demonstrated ability to lead subordinates, manage work priorities and projects, and manage employee relations
