The Department of Facility Maintenance (DFM), Storm Water Quality Division, is seeking Environmental Technicians to gain hands‑on field experience conducting inspections and investigations, supporting enforcement actions, and assisting with water quality monitoring as part of the City’s National Pollutant Discharge Elimination (NPDES) Municipal Storm System (MS4) Permit Storm Water Management Program.

What You’ll Do
  • Conduct hands‑on storm water inspections and investigations to protect water quality
  • Identify violations, issue notices or citations when needed, and support follow‑up enforcement actions
  • Respond to storm drain concerns, pollution complaints, and discharge inquiries from the public and businesses
  • Assist with water quality monitoring, including field sampling, outfall inspections, and environmental data collection
  • Maintain case files and compliance databases, prepare reports, and support regulatory documentation
  • Work independently in the field, operate City vehicles, and collaborate with experienced environmental professionals
  • Participate in ongoing training and professional development to grow your technical skills
POSITION‑SPECIFIC INFORMATION Compliance and Inspections Branch (Honouiliuli)
  • Inspect construction sites for erosion and sediment control compliance
  • Check post‑construction storm water systems, including Low Impact Development (LID) features
  • Visit commercial and industrial sites to evaluate stormwater pollution prevention practices
  • Evaluate storm water treatment systems and recommend maintenance or corrective actions
Investigations and Enforcement Branch (Honouliuli)
  • Investigate illegal discharges and unauthorized connections to the storm drain systems
  • Inspect storm drain infrastructure like catch basins, culverts, and treatment devices to trace pollution sources
  • Respond to stormwater complaints and coordinate corrective actions with other City departments
  • Support enforcement actions that may involve multi‑agency coordination
Special Work Requirements
  • Position involves fieldwork outside of the office, which will involve:
    • Operating a vehicle to and from inspection sites
    • Exposure to traffic hazards
    • Exposure to and handling of chemicals and reagents
    • Climbing into streams for sampling
    • Walking on uneven, slippery, or obstructed surfaces (platforms, stream beds, construction sites, etc.)
    • Moderate lifting and carrying of equipment (15‑50 pounds)
    • Entering high to medium‑secured areas during construction and post‑construction phases
    • Opening storm drain utility covers, gratings, and other storm drainage structures
    • Other conditions and situations depending on the project at hand
  • Overtime work, including weekends, holidays and after hours for investigations, field sampling and assisting with presentations to community groups
  • Must be able to learn how to use various computer systems, programs and applications needed for the job (e.g., GIS software, City, State and Federal systems, asset management and database programs, hydrologic modeling programs, etc.)
Career Progression

This position offers opportunities for career growth within the Environmental Technician series, with advancement from Environmental Technician I through Environmental Technician III. Experienced and knowledgeable Environmental Technicians can later apply to be an Environmental Technician IV with satisfactory work experience and demonstration of applicable knowledge and skills.

  • Environmental Technician – ISR‑14: $4,054
  • Environmental Technician I – ISR‑16: $4,388
  • Environmental Technician II – ISR‑19: $4,933
  • Environmental Technician IV – SR‑21: $5,338

Actual salary commensurate with applicable experience, pending approval.
