Duties The primary purpose of this position is:
To provide air traffic control (ATC) services to military and civilian aircraft operating in a radar environment using instrument flight rules (IFR) and visual flight rules (VFR) providing for the safe, orderly, and expeditious flow of air traffic. Also provides non-radar approach control services in allocated airspace, in the event of radar outages. The employee is required to be a dual-certified air traffic controller in both the Air Traffic Control Tower (ATCT) and Radar Approach control (RAPCON) facilities.
* Directs movement of aircraft on the ground and in flight within the delegated airspace in both Air Traffic Control Tower (ATCT) and Radar Approach Control (RAPCON) facilities as displayed on the Terminal Control Workstation, by visual means (Control Tower) and pilot reported
* Operates communication and display equipment and provides emergency assistance to aircraft.
* Provides instruction and assistance to air traffic control personnel
* Maintains certification requirements. Upon obtaining position and facility certification, recurring training is required to maintain proficiency on current air traffic control requirements, and to ensure continued proficiency in each certified operating position in both the ATCT and RAPCON. * Disclosure of Political Appointments
* Must possess current and valid FAA/ATC specialist certification and maintain same
* Must be able to obtain and maintain a Secret Clearance
* Work may occasionally require travel away from the normal duty station on military or commercial aircraft
* Must complete all training requirements within facility prescribed time limits to obtain and maintain a full facility rating facility of assignment
* This position is covered as an Air Traffic Controller under 5 USC 2109
* The incumbent of this position must have the ability to sit and/or stand for long periods of time while controlling aircraft in a dimly lit IFR room.
* The incumbent must have the ability to meet and maintain on a continuing basis, the physical, mental, and medical standards for ATC duties as specified by the OPM qualification standard for GS-2152
* At least 5 years ATC radar controller experience is highly desired
* At least 10 years of ATC experience and experience in the ATC career field within the last 3 years is highly desired.
* The position may require the employee to work under adverse environmental conditions
* The incumbent must accomplish local limited weather observer certification requirements administered by base weather flight Qualifications (Conditions of Employment Cont'd)
* This position may be entitled to 5% premium pay as authorized by 5
USC 5546a (a)(1)
* This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national Security and public safety.
* May be required to work an uncommon tour of duty, i.e., Saturdays, Sundays, Holidays, etc. May be required rotating shifts and overtime. May be required to respond to short notice recall to support unscheduled emergency air traffic and/or contingencies/exercises to support the mission
* The duties of this position meet all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
