Overview
Colliers Engineering & Design is seeking a Project Manager with business development capability to support our growing federal practice. This role strengthens project delivery across USACE civil works, water resources, geotechnical, and structural programs while contributing to strategic positioning and pursuit efforts with targeted USACE districts.
While our preference is for this individual to be based in one of CED's office locations to support collaboration and team engagement, we understand that exceptional talent is not limited by geography. Therefore, we are open to considering highly qualified candidates for a fully remote arrangement.
Candidates located near a CED office are encouraged to apply and may be given preference; however, remote applicants who can effectively operate in a distributed environment will also be fully considered.
ResponsibilitiesProject Management Support
- Coordinate project planning, scheduling, budgeting, and documentation in support of Federal Market Leads and Project Managers delivering USACE related work.
- Assist with development of work plans, cost forecasts, earned value tracking, and progress reporting.
- Prepare and review technical submittals, RFIs, change documentation, meeting minutes, and quality control records in accordance with USACE standards.
- Support field coordination with internal teams, subcontractors, and USACE representatives to ensure compliance with design criteria, safety requirements, and contract specifications.
- Contribute to hydrologic, hydraulic, and water control analyses using HEC RAS and related H&H tools when applicable.
- Maintain organized project documentation and assist with project controls, risk tracking, and schedule updates.
Business Development & Program Management Support
- Identify and track upcoming USACE opportunities through district forecasts, SAM.gov, and industry engagement.
- Support proposal development, including technical writing, past performance assembly, compliance reviews, and coordination with discipline leads.
- Participate in capability briefings, client meetings, and teaming discussions with partner firms.
- Maintain relationships with USACE personnel, teaming partners, and subcontractors to strengthen Colliers' federal market presence.
- Contribute to market research, competitor analysis, and strategic planning for targeted USACE programs.
- Professional Engineer (PE) or Project Management Professional (PMP) certification required.
- Bachelor's degree in civil engineering, with emphasis in Structural, Water Resources, Geotechnical or Environmental. Electrical and Mechanical Engineering will be considered secondary.
- Proficiency in Microsoft Office Suite, including Excel, Word, and PowerPoint.
- Experience with HEC RAS and Hydrologic & Hydraulic (H&H) modeling tools.
- Strong understanding of engineering plans, specifications, and federal contracting requirements, including USACE quality control processes and submittal workflows.
- Ability to collaborate across multidisciplinary teams, environmental, survey, geotechnical, structural, and water resources.
- Effective communication and relationship building skills for interaction with USACE personnel, teaming partners, subcontractors, and internal leadership.
- Familiarity with project management and document control platforms used in federal and large scale infrastructure projects.
- Ability to read, write, and understand English for purposes of comprehending written job-related communications and verbal instructions and interactions.
Compensation: $102,000 to $151,000 per year (depending on qualifications)
