Duties & ResponsibilitiesWorks under the general supervision of the Area Engineer to manage and oversee construction projects at military installations, U.S. Army Reserve Centers, and civil works sites. Directs field and office engineering functions, ensuring projects are completed on schedule and in accordance with plans and specifications. Supervises a multidisciplinary team of engineers, technicians, and administrative staff. Resolves construction issues within delegated authority and provides recommendations on matters requiring higher-level decisions.
Reviews contractor performance, project reports, and completed work to ensure quality and compliance.
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.
Minimum Education RequirementEngineering: Bachelor's degree (or higher) in engineering. The program must: lead to a degree in a school with at least one program accredited by ABET. Degree must be documented on a transcript.
Architecture: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study or specific course requirements.

Specialized ExperienceOne year of specialized experience with complex construction projects, exercising delegated contracting authority to manage modifications, ensure compliance with safety regulations (EM 385-1-1), and deliver projects within scope, schedule, and budget. Ability to lead and mentor a team of engineering and technical personnel in the successful execution of diverse military and civil works projects, demonstrating expertise in quality control, contract administration, and proactive problem-solving to achieve mission objectives for USACE and its stakeholders.
Time in Grade Requirement:
Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
