Position: Aging Program Planner II - SR-22

Overview

Plans, develops, coordinates, and/or directs a county-wide system of services for older adults; conducts program and operational studies, analyses, and evaluations; develops plans and assists in policy recommendations; maintains a system of managing funding and review of federal, state, county, and private grant-aided agencies; and performs other duties as required. There is one immediate temporary full-time vacancy not-to-exceed 12/01/2028 with the Office of Aging - Planning and Program Development Division in Hilo.

The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.

Note: Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency.

Responsibilities
  • Conducts research studies to identify the nature and extent of the needs of older adults in a wide variety of areas.
  • Analyzes projects, programs, plans, and services of county and other agencies to determine their effectiveness, efficiency, and accessibility in meeting the needs of older adults.
  • Develops plans and directs programs relating to county-wide services for older adults.
  • Writes annual grant applications for the program to include program planning, budgeting, and program narratives.
  • Advises and assists grant-aided agencies in applying for grants and preparing related documentation including budgets.
  • Recommends approval of requests for funding based on analyses conducted relative to program functions or activities, purpose of funding, and related concerns.
  • Advises and assists grantees in establishing standards, guidelines, and evaluation systems for the examination and monitoring of grants and sub-grants.
  • Advises agencies on reporting procedures and ensures appropriate reporting.
  • Participates in formulating program policies.
  • Monitors, assesses, and evaluates the activities of grant-aided agencies or programs to ensure attainment of projected goals and objectives pursuant to project proposals and grant conditions, and adherence to policies, procedures, laws, rules and regulations.
  • Authorizes program expenditures.
  • Serves as liaison between the program and related government agencies.
  • Prepares monthly, quarterly, and annual statistical reports and is responsible for the maintenance of all program records.
  • Provides educational and training opportunities for service providers, caregivers, and the public in general.
  • Coordinates and pools existing services and resources to maximize effectiveness and efficiency.
  • Participates in service development and project demonstrations as appropriate.
  • Conducts advocacy activities on behalf of individuals and the aging network.
  • Develops administrative policies and procedures for staff.
  • Maintains awareness of federal, state, and county rules and regulations regarding control and distribution of funding.
  • May speak before community groups on aging system of services/issues.
  • Provides testimonies, submits bills or resolutions, and carries out other efforts relating to appropriate legislative issues as assigned.
Training and Experience

A combination of education and experience substantially equivalent to:

  • graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application), and
  • three (3) years of case management, program budgeting, grant writing, or planning, developing, directing, and evaluating programs dealing with community organizations, and
  • possession of a valid State of Hawai'i Driver's License (Class
    3) or other comparable valid driver's license at time of filing. (You will be required to submit your valid driver's license at time of hire).

Examination: All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant's training, education and experience as presented in the application.
