Performs a variety of assignments of moderate complexity; assists in implementing and coordinating island-wide recycling and waste reduction programs, including demonstration projects and educational, promotional, and informational activities; and performs other related duties as required.
There is one (1) immediate permanent full-time vacancy with the Department of Environmental Management - Solid Waste Division in Hilo.
The eligible list may be used for other permanent and temporary vacancies as they arise during the life of the list. Temporary appointment may lead to conversion to permanent appointment.
- Manages and monitors ongoing programs to include trouble shooting, program evaluation and modifications, contract service management, and preparation of periodic administrative reports.
- Establishes and monitors accounts relative to the various programs; processes registration forms and license applications; conducts inspections of operations and contractors as needed.
- Assists in organizing, developing, implementing, and monitoring existing and new recycling and waste reduction programs.
- Assists in implementing and monitoring demonstration projects.
- Assists in the development and implementation of educational and promotional materials and activities for recycling; distributes recycling materials and gives presentations on recycling to schools, community groups, associations, industries, and businesses.
- Conducts on-site inspections of neighborhoods and facilities, such as apartment buildings, multi-family complexes, office buildings, hotels, restaurants, and hospitals; determines recycling feasibility and systems design; ensures compliance with recycling laws and disposal regulations.
- Develops and maintains databases related to recycling and recycling programs; compiles and evaluates data and statistics; prepares statistical and operational reports.
- Conducts research on recycling programs; assists in researching funding opportunities and preparing applications for grants; prepares reports.
- Prepares correspondence and responds to inquiries from businesses, community organizations, waste and recycling industries, and the general public relating to recycling programs and activities.
- Provides technical assistance to the commercial sector, which includes businesses, private haulers, and recycling companies.
- Operates a vehicle to perform work-related duties.
- Performs other related duties as assigned.
- Graduation from an accredited college or university with a baccalaureate degree (scan and attach a copy of your official college transcript to your application).
- One and one‑half (1 ½) years of experience in the implementation and coordination of a recycling, waste reduction, waste recovery, or comparable program.
- Possession of a valid State of Hawai‘i driver’s license (Class
3) or any other valid comparable driver’s license at time of filing. (You will be required to submit your valid driver’s license at time of hire.)
Foreign transcripts must be accompanied by an official credential evaluation report to determine U.S. equivalency. (Scan and attach a copy of your official credential evaluation report to your application.)
Examination:
All applicants who meet the minimum qualification requirements will be assigned a score of 70 points. An education and experience evaluation will be conducted based on the applicant’s training, education, and experience as presented in the application.
