Position: ACCOUNTANT III AND IV (SYSTEMS) - OAHU (OHHI)

Salary

Accountant III – $4,961 to $6,043 per month (SR‑20, Step D to I)

Accountant IV – $5,369 to $6,535 per month (SR‑22, Step D to I)

Duties Summary

Responsible for conducting analyses and participating in the development, implementation, and maintenance of the Highways accounting system in accordance with fiscal control, recordkeeping, and reporting requirements, and statewide accounting guidelines. Duties include evaluating and classifying fiscal data for budgetary and management purposes; conducting fact‑finding studies to review and analyze fiscal and reporting needs of all levels of management; analyzing accounting and financial reporting requirements;

preparing system documentation and operating procedures; and conducting user training.

Minimum Qualification Requirements

Legal Authorization to Work Requirement: The State of Hawaii requires all persons seeking employment with the state government to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.

Education: A bachelor’s degree from a regionally accredited four‑year college or university with at least twelve semester credit hours in accounting and/or auditing subjects.

Other Qualifying Education
  • Bachelor’s degree in Accounting (BAcc):
    Applicants with a bachelor’s degree majoring in accounting or with accounting and/or auditing coursework equivalent to a major in accounting are deemed to have met the education and experience requirements for the class Accountant II.
  • Master’s degree in Accounting (MAcc):
    Applicants with a master’s degree in accounting or with accounting and/or auditing coursework equivalent to a master’s degree are deemed to have met all the basic education and experience requirements for the class Accountant III.

Professional Accounting

Experience:

1‑1/2 years for Level III and 2‑1/2 years for Level IV of progressively responsible professional accounting or auditing experience, including teaching accounting at the university level.

Systems Accounting

Experience:

1 year of systems accounting work in one or a combination of the following areas:

  • Experience as a member of a project team for the development or implementation of an integrated accounting system, or as a member of a project team concerning the major analysis of existing accounting procedures, operations, and subsystems, and developing or implementing changes to establish an integrated system.
  • Experience involving responsibility for or participation in the maintenance and control of an accounting system through the analysis and resolution of accounting problems via systems improvements and changes, and provision of advice to operations or fund control accountants regarding the system or in the establishment of subsystems.
