The Washington County Housing Services (the Housing Authority for Washington County) is seeking a qualified and experienced Housing Asset Manager to oversee the physical, regulatory and fiscal operations of the Housing Authority’s Affordable Housing and Public Housing assets. Under the general direction of the Housing Services Assistant Director, this position will assist in developing the budget, monitor revenues, track expenditures and operational goals, objectives and priorities.

The position will be responsible for managing the contracted property management firm to ensure timely reports as well as compliance for all regulations based on the Landlord/Tenant Law, Fair Housing Regulations, and theReal Estate Brokerage. This position will supervise property managers and a maintenance team which will coordinate and monitor on-site inspections and file audits.

The ideal candidate will have experience directing, monitoring, and overseeing the physical, regulatory and fiscal operations of all housing assets and possess extensive knowledge in Landlord/Tenant Law, Fair Housing Regulations, and the Real Estate Brokerage. The candidate will also have experience inHUD system including capital fund, EPIC and PIC and the public housing program,supervising property management and maintenance staff and overseeing management agents and service providers.

Additionally,the successful candidate will have strong writing and analytical skills.

ESSENTIAL JOB DUTIES

Duties may include, but are not limited to, the following:

  • Monitors, coordinates and oversees the physical, fiscal and regulatory operations of DHS’s housing assets and properties. This includes oversight of property managers, management agents, and service providers; on-site inspections, negotiating leases, compiling operating budgets, conducting audits and developing housing assets.
  • Manages and assists in the analysis of real estate assets to determine immediate, short term and long-term capital needs to preserve the assets. Identifies, analyzes and develops properties for preservation, rehabilitation, acquisition and/or new construction, including investment properties.
  • Oversees on-site property inspections to evaluate the physical condition and results of property maintenance activities; identifies and resolves deficiencies according to Department of Housing Services (DHS) and Housing and Urban Development (HUD) policy guidelines; schedules and oversees capital improvement or maintenance requirements.
  • Manages the selection of external program and project personnel, including technical and financial consultants. Manages the preparation of Requests for Quotes, Requests for Proposals and procurement of consultant and financing services related to housing development. Manages and administers consultant and financing contracts.
  • Monitors, interprets and implements changes in regulatory requirements for funding programs; prepares and submits annual compliance reports, contracts and related documentation; assesses assigned properties’ liability, risk and exposure and coordinates with appropriate…
