About The Opportunity

The Senior Financial Analyst position is a lead role within the Business Administration team. The Senior Financial Analyst reports directly to the Business Administration Manager and oversees four direct reports, including two Financial Analysts. The Business Administrative Team provides HR liaison support, payroll and timekeeping, budgeting and financial support, contract coordination, and equipment and supply issuance for the Sheriff’s Office.

Job Functions
  • Management and coordination of the Sheriff’s Office budget.
  • Budget preparation, entry, tracking, and analysis for the three cycles within the fiscal year; including 9 funds, 8 organizations, over 20 programs, and a budget totaling over $180 million in the current fiscal year.
  • Coordination and management of internal service fund and capital requests related to Information Technology, Fleet, and Facilities.
  • Coordination and management of position requests for the Sheriff's Office.
  • Preparation and submission of budget adjustments.
  • Coordination and implementation of semi-annual organization level budget updates to Sheriff’s Office leadership to promote office wide cross-divisional communication and needs assessment.
  • Prepare and present budget forecasting, specialized reporting, and statistical data.
  • Financial management, reconciliation, and adjustments.
  • Prepare annual authorized FTE listing for over 600 positions and 68 classifications.
  • Prepare annual budget documents including Budget Master and Budget in Brief.
  • Track and monitor existing fleet costs and changes, and personnel changes.
  • Supervision of Sheriff's office financial staff and coordination of office schedules.
  • Monitor and approve financial transactions, assign costing, and prepare reports.
  • Prepare payroll related to supervised staff.
  • Create and implement processes and procedures.
  • Participate in planning for new ERP implementation.
Knowledge
  • Business or public budgeting, fiscal management, and administration.
  • Governmental finance and accounting practices, principles, and procedures.
  • Revenue and expenditure forecasting methods and models.
  • Generally Accepted Accounting Principles (GAAP).
  • Principles, practices, methods, and techniques of financial analysis and forecasting.
  • Applicable Federal, State, and local laws.

WCSO enhances public safety by fostering professionalism, compassion, and trust within its team and the communities it serves. WCSO is the primary first responder for unincorporated residents, offering services from routine patrol and crime investigation to specialized teams.

The WCSO also operates the county’s only jail and provides services to cities within the county on a contract basis.
