Position Title: Coordinator - Special Education (SPED)

Department: Special Student Services

Location: Washington Service Center - Hillsboro

Reports To: Executive Director or designee

Salary: Administrator Salary Schedule, 220 days

FLSA Status: Exempt

FTE: 1.0

This position will supervise and oversee Deaf and Hard of Hearing programs

General Description

In alignment with the NWRESD mission statement, this position is responsible for coordinating Special Education services within an assigned program (Related Services or Schools) at NWRESD, which offers a comprehensive continuum of supports for students with disabilities. These programs are implemented in accordance with NWRESD policies and procedures, Oregon statutes and administrative rules, and federal laws and regulations. These programs must also be consistent with and supportive of the instructional programs carried out in the local districts in which NWRESD is operating.

Qualifications
  • Valid Oregon TSPC Administrative License or ability to obtain license within timeline specified by district.
  • Master's Degree in Special Education or School Administration.
  • Valid Driver's License; available transportation and proof of auto insurance.
  • Successful experience in developing, managing, and/or teaching special education programs, including providing technical assistance to staff in procedural compliance and curriculum development.
  • Strong facilitation and leadership skills with many different groups, including staff, parents, students, and external associates.

  • Ability to exhibit professionalism and effective human relations.
  • Confer regularly with immediate supervisor.
  • Proficient in the use of computer and internet-based applications, including but not limited to email, internet software, Google Suite, and word processing (MS Word).
  • Excellent written, verbal, and interpersonal communication skills.
  • Maintain confidentiality.
  • Ability to design and implement programs to improve educational outcomes for students with special education needs.
  • Proficiency in the use of educational technology and digital tools, including Google Workspace (G Suite) and emerging tools such as educational AI platforms, for communication, data analysis, and instructional or systems-level support.
Essential Functions
  • A. Coordinate the delivery of Special Education services within an NWRESD program (Behavior Consultation, Blind / Visually Impaired Services, Occupational Therapy, Physical Therapy, Nursing, Speech/Language Pathology, AC/AT, Deaf/Hard of Hearing services, etc.), including IEP implementation, review, and revision. Assure programs comply with state and federal laws, regulations, and ESD policy.
  • B. Assist in the design and modification of programs consistent with best educational practice, legal requirements, and the needs of local districts, state agencies, and other constituents.
  • C. Oversee service delivery and/or classroom design to ensure provision of specially designed instruction within the framework of research-based best practice.
  • D. Provide support to staff to meet the changing needs of students and programs, including goal setting, development of a wide variety of effective instructional and behavior management strategies, classroom management, record keeping, and other identified needs.
  • E. Participate as a team member in the recruitment, selection, and assignment of program personnel.
  • F. Design planned, ongoing staff development to implement program policies and procedures, special education legal requirements, culturally sustaining service delivery, and special education and discipline best practices.
  • G. Supervise and evaluate the work performed by program personnel.
  • H. Assist in the development of the department budget. Manage Special Education expenditures to stay within budgetary guidelines.
