Program / Project Manager, Operations Manager
The Engineering Manager is a key member of the District's Engineering team. Under general supervision of the Director of Engineering and Operations, the Engineering Manager is responsible for providing administrative direction and oversight for functions and activities of the Engineering Department, including long- and short-range project planning, environmental programs/planning and compliance, design, capital improvement projects and other programs; coordinates assigned activities with other District departments, officials, outside agencies, and the public;
and other duties as assigned. The Engineering Manager positions is an exempt, unrepresented level position.
Assumes managerial responsibility for services and activities of the Engineering Department, including District and capital improvement programs and projects, development project review and approval. Selects, trains, mentors, motivates, and directs department personnel; evaluates and reviews work for acceptability and conformance with department standards.
Assists in the management and administration of the department’s budget.
Contributes to the overall quality of the department’s service by developing, reviewing and implementing policies and procedures to meet legal requirements and District needs; continuously monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; assesses and monitors the distribution of work, support systems and internal reporting relationships; identifies opportunities for improvement.
Provides oversight for the development and implementation of the District’s infrastructure Master Plans.
Assists in the development of consultant requests for proposal for professional and/or construction services and the advertising and bid processes; evaluates proposals and makes recommendations; administers contracts after award; participates in the negotiation and administration of contracts for construction projects; ensures contractor compliance with District standards and specifications, time and budget estimates; analyzes and resolves complex problems that may arise; recommends and approves field changes.
Responds to public inquiries and complaints and assists with resolutions and alternative recommendations. Performs other related duties as assigned.
THE IDEAL CANDIDATEThe ideal candidate will be a hands-on individual with expertise and seasoned professional judgment. The candidate will offer a collaborative style that empowers and motivates staff to effectively address and accomplish the goals of the District. A candidate known for effective communication across a wide range of audiences will perform well in this position. It is expected that candidates for this position will be comfortable with public speaking and in making presentations to elected bodies and the community at large.
Candidates must possess education and experience equivalent to graduation from an accredited four-year college or university with major coursework in civil engineering, or a related field, and seven (7) years of project management and/or administration experience in civil engineering, preferably within a water utility, including two (2) years of program management or supervisory experience. A Master’s degree in a related field is desirable and possession of a valid California Class C driver’s license and satisfactory driving record.
Possession of a valid certificate or registration as a Professional Engineer.
