The Opportunity

CIAC’s Enterprise IT (EIT) Sector is seeking a skilled ISP / OSP Architect. The ideal candidate will be responsible for designing, implementing, and maintaining the network infrastructure for both inside plant (ISP) and outside plant (OSP) environments. This role requires a deep understanding of network engineering principles and the ability to survey, design, and implement fiber and copper cable plants, power integration, and associated ISP/OSP infrastructure.

You’ll approve technical documentation, lead engineering plans, supervise site teams, and ensure compliance with US Army requirements while adhering to industry standards and best practices. You’ll contribute to delivering high-performance, secure and modern network solutions that enhance mission readiness across Army CONUS locations.

CIAC is committed to modernizing and standardizing the Army’s network architecture. Are you passionate about driving technological innovation and enhancing national security? Do you want to make a direct impact, innovate and grow? Then we want to talk with you!

Responsibilities
  • Oversees the survey, design, and implementation of physical fiber and copper cable plants, power connections (in coordination with licensed electricians), conduits, patch panels, and butterfly diagrams.
  • Works on telecommunication projects of varying size, scope, complexity, and location, supporting preliminary development of the SPRIP. Oversees and attends site surveys, documents current site ISP/OSP configurations, and designs and optimizes supporting infrastructure.
  • Approves SDPs and Final SPRIP, defines requirements for circuit testing, and follows all applicable standards, including the National Electric Code.
  • Assists in providing an IUID Marking Plan and a procurement LOM.
  • Oversees deployment teams for survey, installation, testing, and QA activities, as well as pre-implementation coordination.
  • Approves engineering implementation plans and project drawings, performs quality checks, and supports safe work environments.
  • Identifies and resolves complex project problems, oversees systems pre-tests and acceptance tests, and ensures installations meet safety standards and work site conditions.
  • Supervises ISP/OSP engineers or subcontractors, plans and leads major technology assignments, evaluates performance results, and functions as a technical subject matter expert across multiple project assignments.
  • Optimize resource utilization and implement scaling strategies to meet changing demands.
  • Maintain accurate documentation of configurations, procedures, and troubleshooting steps.
  • Prepare reports on system performance, issues, and recommendations for improvement.
  • Troubleshoot complex problems and work with cross-functional teams to resolve incidents.
  • Provides daily supervision and direction to staff.
Required Qualifications
  • US citizen with ability to obtain Secret security clearance upon hire.
  • Technical BA/BS degree and 12 years as Lead Wired Engineer or similar skill set on large, complex networks.
  • (High School diploma or associate degree plus a minimum of 15+ years of experience may be considered in lieu of degree requirement).
  • Excellent problem-solving and analytical skills.
  • Strong communication and interpersonal skills.
Desired Qualifications
  • Active Secret security clearance.

  • Experience in a fast‑paced, mission‑critical environment.
