Job Summary

The Transmission Operations NERC Compliance Specialist will manage transmission operations compliance with NERC Operating and Planning standards that apply to LIPA's NERC functional registrations. Responsibilities include reviewing updated and new standards, developing and updating policies and procedures, creating reliability standard audit worksheets (RSAW) for NERC audits, managing internal controls, representing LIPA on NYISO working groups, coordinating with other SMEs, reviewing NERC alerts, and performing other compliance‑related tasks.

Job Responsibilities
  • Review proposed new or updated NERC Standards and NERC alerts; provide feedback to the Compliance group and assess impacts on Transmission Operations procedures.
  • Develop or update Transmission Operations policies and procedures to ensure compliance; travel within service territory for field support as required.
  • Maintain evidence supporting NERC Reliability standards.
  • Maintain and update Reliability audit standard worksheets; review with Compliance.
  • Represent LIPA on NYISO Transmission Operations Working Group and related committees; attend meetings in person or remotely as needed.
  • Perform compliance‑related tasks such as Protection Memo review, verification of external non‑BES facilities, annual generator fuels and emissions reporting, seasonal ratings review, communication compliance audits, and process reviews.
  • Develop and monitor internal controls to maintain compliance with applicable NERC standards.
  • Provide SME support on RSAW updates and coordinate with other SMEs.
Job Specific Qualifications
  • Bachelor’s degree in Engineering or related field with 5 years of relevant experience, or 8 years of experience in lieu of a degree.
  • Minimum of 5 years of NERC reliability experience.
  • Minimum of 5 years of Transmission control center experience or equivalent.
  • Knowledge of NERC rules, regulations, and policies related to reliability.
  • Understanding of Transmission control center operations.
  • Familiarity with wind, solar, and storage design fundamentals and associated risks to the bulk electric system.
  • Excellent writing and analytical skills.
  • Proven ability to communicate effectively with internal and external stakeholders and collaborate across an organization.
  • Expected to obtain NERC Transmission Operator or Reliability Coordinator certification within 6 months.
  • Valid U.S. driver’s license required for site visits within the PSEGLI service territory; attendance at NYISO or adjacent TO meetings as needed.
Desired

  • Data visualization and presentation skills.
  • Experience working in the electric utility industry.
Eligibility & Additional Conditions

In storm/outage restoration scenarios, employees may be required to perform functions different from normal operations, work on premises or alternate locations, and extend work hours beyond the regular schedule.
