Overview

We are seeking a highly experienced Program Manager III to provide senior-level program management support within a federal environment supporting Naval Special Warfare (NSW) and Special Operations Forces (SOF) missions. This role requires deep expertise in program oversight, acquisition support, and financial management, along with the ability to coordinate across government stakeholders, contractors, and leadership teams to ensure successful program execution.

The Program Manager will oversee complex program activities, provide strategic guidance to leadership, and ensure program objectives, schedules, and financial requirements are met.

Key Responsibilities
  • Provide senior-level program and business management support to government leadership in support of NSW/SOF programs.
  • Oversee planning, coordination, and execution of program activities to ensure alignment with program goals, schedules, and budgets.
  • Support program resourcing, acquisition planning, and contract management activities.
  • Conduct financial analyses and support budget planning, program reviews, and reporting requirements.
  • Coordinate with government stakeholders, program leadership, and contracting personnel to ensure program deliverables and milestones are achieved.
  • Provide guidance and oversight to contractor personnel supporting the program.
  • Support the Contracting Officer’s Representative (COR) and program office leadership in program execution and oversight.
  • Develop reports, briefings, and program documentation using Microsoft Office tools (Word, Excel, PowerPoint).
  • Identify program risks, resource gaps, and operational challenges, and recommend solutions to ensure mission success.
  • Track program milestones and ensure timely application of resources to meet program objectives.
Required Qualifications
  • Active Secret Clearance.
  • Bachelor’s degree in a related field.
  • A minimum of 18 years of relevant professional experience may be substituted for a bachelor’s degree.
  • 15+ years of professional experience in business or program management.
  • Project Management Professional (PMP) certification or DAU Level III Program Management certification.
  • Experience supporting Naval Special Warfare (NSW) and/or Special Operations Forces (SOF) in roles related to resourcing, acquisitions, or contract management.
  • Experience supporting financial analysis and the federal budget/program process.
  • Strong proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
Preferred Qualifications
  • Master’s degree in Engineering or a related field.
  • 20+ years of professional experience in business or program management.
  • Experience effectively supporting program office leadership and the Contracting Officer’s Representative (COR).
  • Demonstrated ability to manage and coordinate Prime Contractor staff.
  • Proven experience identifying program support requirements and applying resources to meet program milestones.
  • Prior Naval Special Operations Forces (NAVSOF) military experience highly desired.
  • Experience supporting Naval Special Warfare undersea manned and unmanned systems programs.
