Commissioning Manager
Holder Construction is seeking an experienced Commissioning Manager to oversee off‑site and on‑site commissioning activities for data center and mission‑critical projects.
Responsibilities- Review submittals, owner standards, specifications, and contract documents to ensure coordination with the onsite commissioning team.
- Verify commissioning requirements and test criteria from design documents and specifications.
- Review and comment on Factory Witness Testing (FWT) / Factory Acceptance Testing (FAT) scripts.
- Develop and manage the offsite commissioning plan, schedule, and resource allocation across multiple vendors and pre‑fabrication sites.
- Create and maintain commissioning checklists, test scripts, and verification documents.
- Maintain touchpoints with vendors, integrators, owners, and onsite project teams to meet equipment readiness and commissioning progress goals.
- Attend and host FWT/FAT, providing formal reporting and action items upon completion.
- Oversee component verification documentation and verify fabrication of equipment, ensuring QA/QC compliance.
- Validate equipment performance, integration points, controls programming, and quality standards prior to shipment.
- Manage vendor equipment reports for shipment approval and handle shipment deviation requests.
- Identify issues or non‑conformance early and drive corrective action with vendors and trade partners.
- Review Level‑2 inspections, including FOAK mock‑up, set‑in‑place, pre‑energization, and final clean inspections.
- Ensure offsite commissioning aligns with project milestones and production schedules.
- Travel to vendor/integrator facilities as necessary for testing or commissioning activities.
- Monitor progress and escalate risks impacting downstream construction or commissioning activities.
- Provide regular progress updates and risk summaries to the project team and leadership.
- Implement mitigation strategies to protect project timelines and onsite commissioning phases.
- Work closely with project managers, design engineers, field commissioning teams, and quality control personnel.
- Ensure a seamless transition from offsite commissioning to onsite installation and commissioning.
- Coordinate with the Site QA/QC/MEP Team Lead and trade partners for inspection paperwork, manage and train the team on required software tools.
- Education:
B.S. in Electrical/Mechanical Engineering or related Construction/Engineering degree, OR high school diploma. - Experience:
7+ years commissioning/startup/test experience (electrical, controls, integrated systems) with B.S.; 10+ years if only high school diploma. - Willingness to relocate to Herndon, VA and travel to manufacturing facilities.
- Familiarity with mission‑critical data center equipment, modular construction, and equipment integration.
- Ability to read and interpret construction plans, specifications, and submittals, identifying errors or redundancies.
- Demonstrated communication, time‑management, problem‑solving, and collaborative teamwork skills.
- Experience in data centers, industrial manufacturing, semiconductor, or mission‑critical environments.
- Proficiency with commissioning management software such as CXAlloy and BIM
360. - Strong leadership qualities: ability to develop and motivate teams, provide constructive feedback, and adapt to change.
