General Description
The Broward County Office of Economic and Small Business Development (OESBD) seeks a highly motivated and experienced professional to support and advance the County’s economic development priorities within the Broward Municipal Services District (BMSD). This position plays a critical role in implementing initiatives that promote business attraction and expansion, job creation, commercial corridor revitalization, and sustainable growth of the local tax base.
The ideal candidate is relationship-focused, results-oriented, and knowledgeable in economic development practices, redevelopment strategies, and construction or capital improvement project coordination. The position requires the ability to collaborate effectively with County departments, municipal partners, contractors, developers, small businesses, community organizations, and residents to achieve measurable economic outcomes. The ideal candidate has experience in economic development with local government and with working with developers and attracting investment.
This position is responsible for the coordination, administration, and implementation of Board-approved BMSD Economic Development Programs, including demolition and site preparation, redevelopment and business development initiatives, property improvement programs, land assembly efforts, and other revitalization strategies.
The Economic Development Specialist serves as a primary liaison to BMSD businesses and stakeholders, providing technical assistance, facilitating access to County resources, and leading community outreach efforts that support inclusive economic growth. The role also provides analytical and programmatic support for planning, policy development, and performance measurement activities related to BMSD redevelopment initiatives.
Minimum Education and Experience RequirementsRequires a Bachelor's degree from an accredited college or university in business, public administration, economics, urban planning, law, construction management or related field.
Requires two (2) years in economic development including international experience or closely related experience.

Duties and Responsibilities- Administer and coordinate BMSD Economic Development Programs (demolition, redevelopment and business development, property improvement, land assembly) to revitalize commercial corridors and mitigate blight.
- Develop, implement, and monitor program guidelines, timelines, performance metrics, compliance protocols, and reporting requirements.
- Maintain accurate program documentation, grant agreements, contracts, and records; ensure adherence to County policies, procedures, and applicable laws.
- Manage and coordinate construction and remodeling projects within the Broward Municipal Services District (BMSD). Collaborate with the Construction Management Division’s Project Manager and liaise with engineers, architects, legal staff, general contractors, and other professionals involved in BMSD projects.
- Direct and provide oversight of general contractors, subcontractors, and vendors, ensuring quality standards and compliance with specifications.
- Attend coordination/progress meetings; conduct regular site visits throughout project phases (bid walks, pre‑construction inspections, in‑progress visits, and closeouts).
- Prepare and maintain BMSD remodeling grant agreements and related documents; monitor contract obligations and cultivate productive relationships between BMSD property owners and contractors.
- Utilize the BMSD Resource Toolbox to make redevelopment resources available for eligible properties.
- Serve as the primary liaison to BMSD businesses and residents; lead outreach initiatives and facilitate community engagement to connect stakeholders with County and partner resources.
- Provide one‑on‑one counseling and business assistance to entrepreneurs and small businesses; conduct on‑site visits to identify needs and deliver targeted support.
