What is this career opportunity?

This position provides leadership to a team of six HR professionals. The department’s human resources office partners with leadership to provide innovative strategic programs and administrative processes in support of employees and agency business objectives. This position is both a strategic and hands-on role providing full cycle HR support and services to 600 employees.

This position provides HR support to all divisions within the Department of Administration, Montana Lottery, Montana Public Employees Retirement Administration, Teachers’ Retirement System, Montana Tax Appeal Board, and Montana Board of Crime Control.

This role is critical in driving HR functional excellence and process improvement and is responsible for co-developing and executing HR initiatives in alignment with department workforce strategies; provides operational HR expertise and solutions with a comprehensive understanding of compensation, talent acquisition, organizational development, labor relations, and relevant labor law; consults and coaches department leaders regarding the impact of their potential decisions on the workforce and managerial effectiveness;

and uses knowledge of organizational design and culture to effectively develop and implement changes that increase the efficiency of the agency.

The State of Montana is currently undertaking initiatives to centralize procurement, human resources, and information technology functions within the Department of Administration. This position will be integral to the success of these initiatives.

What are we looking for?

Education and Experience:

Bachelor’s degree in human resources, business administration, public administration, or a related field; plus, five or more years of related work experience. Alternative combinations of education and experience may be considered on a case-by-case basis.

  • Ability to influence through strong working relationships, expertise and data and can effectively support a complex set of stakeholders.
  • Excellent communication skills and understands how to communicate appropriately in a variety of settings.
  • Strong analytical and problem-solving skills, ability to analyze data, understand trends, develop recommendations for action based on the analysis.
  • Comfortable rolling up sleeves to get things done and the next moment being part of a deeply complex strategy discussion.
  • Must have a passion for innovative HR solutions, process improvement, and be comfortable working in an environment which demands strong deliverables along with the ability to identify problems and drive appropriate solutions.
  • Is an enthusiastic team player and fosters a positive work environment.
  • Ability to successfully monitor the ‘pulse’ of the workforce and facilitate processes that foster employee engagement at all levels of the organization.
  • Ability to understand business goals and recommend new approaches, policies and procedures to effect continual improvements in business objectives and productivity.
