What is this career opportunity?
We are seeking an innovative and strategic leader to serve as the Agency Human Resources Services Bureau Chief within the State Human Resources Division. This is a newly established leadership position that plays a pivotal role in advancing the State of Montana’s Human Resource centralization initiative, driving HR functional excellence and process improvement for the enterprise.
As Bureau Chief, you will provide direction, support, and strategic alignment for HR services across 16 state agencies. Cabinet agency HR leaders will dually report to this role while continuing to report to agency specific leadership, making it key to driving consistency, efficiency, and excellence in statewide HR practices and service delivery. This role will also lead the Enterprise HR Team, consisting of 4 staff, ensuring the delivery of integrated and effective HR services across state government.
This position reports directly to the Administrator of the State Human Resources Division.
Key Responsibilities- Lead and manage the Agency HR Services Bureau, including 16 agency HR leaders from all cabinet-level agencies.
- Oversee and support the Enterprise HR Team, comprised of four staff, in establishing standard consistent enterprise HR policy and procedures, establishing enterprise HR service standards, and providing general HR enterprise support to agencies.
- Implement and sustain strategies that advance the goals of Montana’s HR centralization initiative.
- Partner with agency leadership and the State HR Division Administrator to ensure HR services are efficient, compliant, and aligned with state objectives and agency business needs.
- Foster a culture of collaboration, accountability, and innovation across agency HR teams and leadership across the agencies.
- Monitor performance metrics, ensure compliance with state and federal regulations, and drive continuous process improvement.

- Comprehensive HR expertise: In-depth knowledge of compensation, talent acquisition, organizational development, employee relations, and labor relations and proven ability to apply expertise to real-world challenges.
- Strategic HR leadership: Deep understanding of enterprise-level HR operations, workforce management, and best practices in organizational development and service delivery.
- Transformational leadership: Proven success leading large-scale change, guiding diverse teams through modernization, centralization, and/or continuous improvement initiatives.
- Communication and influence: Exceptional ability to build trust, foster collaboration, and negotiate effectively with executive leadership, agency directors, and key stakeholders.
- Enterprise-level thinking: Demonstrated strength in long-range planning, critical analysis, and sound decision-making to align HR functions with statewide goals and organizational priorities.
