The Montana Department of Public Health and Human Services (DPHHS) has a career opportunity within the Human & Community Services / Policy Systems Division. The Human and Community Services mission is to support the strengths of families and communities by promoting employment and providing assistance necessary to help families and individuals meet basic needs and work their way out of poverty.
This Program Monitor position ensures quality assurance of contracted service providers’ performance, determinations of eligibility for public assistance, reporting and data management. Reviews are conducted through desk reviews and may be conducted on-site. This position provides technical assistance with policy and business processes, reviews cases for employment and training and TANF eligibility for correct applications, while delivering innovative solutions, exceptional customer service and trusted results.
This position works with department staff to implement and continuously improve business processes and policy to ensure the best employment and training program and services for low-income Montanans.
- Ensure quality assurance of contracted service providers’ performance and determinations of eligibility for public assistance.
- Conduct reviews through desk reviews and on-site visits as needed.
- Provide technical assistance with policy and business processes.

- Collaborate with department staff to implement and continuously improve business processes and policy.
- Support best employment and training program and services for low-income Montanans.

Qualifications for this Career Opportunity- Knowledge of TANF including eligibility and employment and training programs.
- General knowledge of public assistance programs.
- Excellent written and verbal communication skills including public speaking.
- Negotiation and conflict management skills.
- Excellent interpersonal, time management, customer service, and organizational skills.
- Ability to identify problems, conduct research to develop and implement solutions.
- Ability to provide training to large and small groups.
- Ability to develop constructive and cooperative working relationships with others.
- Ability to operate a personal computer and general office equipment as necessary to complete essential functions, including using spreadsheets, word processing, database, email, internet and other computer programs.
- Proficiency in basic and advanced Excel functions, data management skills, and Microsoft Word.
- Proficiency in the use of Combined Health Information and Montana Eligibility System (CHIMES).
- Bachelor’s degree in human services or related field.
- Three years of job-related work experience in public assistance or employment and training programs.
- Other combinations of directly related education and experience may be considered on a case-by-case basis.
