Job Description

JOB FUNCTION: To manage the periodic processing of payroll to the company’s approximately 2,000 employees as well as managing all payroll-related projects.

Essential Functions
  • Manage Payroll Supervisor and Payroll Associates.
  • Draft, implement, review and maintain payroll policy and procedure documentation.
  • Work with Human Resources to establish and maintain a written pay policy.
  • Enforce all payroll-related policies.
  • Work with Human Resources to establish procedures regarding the new hire process and any other payroll-related Human Resources procedure (relocation, tuition reimbursement, etc.).
  • Identify opportunities and initiate, plan and implement process improvements in payroll processes.
  • Manage various projects, including establishing project timeline, involving all necessary parties, working with third party consultant if applicable, and execution.
  • Administer time‑keeping software (Kronos).
    • a Create, test, troubleshoot new pay rules.
    • b Create new views/reports (“genies”).
    • c Develop and enforce a weekly audit plan.
    • d Manage projects related to time‑keeping system.
    • e Work with IT on any clock‑related issues.
    • f Stay abreast of product updates.
  • Understand and resolve any general ledger reconciling issues related to payroll, including reconciliation of payroll tax accounts.
  • Ensure systems are set‑up and updated to reflect our current employee base, including wages, benefits, sick and vacation time in line with policies and/or contracts (union and non‑union).
  • Effectively communicate significant changes/updates to large groups of employees/managers.
  • Oversee payroll processing at a high level.
    • a Work with Payroll Supervisor on any issues.
    • b Review audit results for each periodic payroll.
  • Handle garnishments, IRS levies, and other miscellaneous compliance issues.
  • Serve as primary contact with third party tax administrator to resolve any issues.
  • Prepare and file tax returns, as needed.
  • Oversee year‑end reporting process.
  • Research and resolve complex payroll accounting issues (i.e. acquisitions and divestitures, inter‑company, cash reconciliations, etc.).
  • Understand various data requests and coordinating the resources necessary to fulfill the requests.
  • Manage regular preparation of relevant management reports, including weekly, monthly, quarterly and year‑end reports.
  • Understand the company’s various union agreements and ensure that the payroll process is in accordance with those agreements.
  • Monitor changes in payroll laws/regulations and enforce, when necessary. Advise management on needed actions.
  • Participate in annual Employee Benefit Plan audit, including preparation and/or reconciliation of various documents.
  • Maintain professional and technical knowledge by attending educational workshops; review professional publications; establish personal networks; participate in professional societies.
  • Draft and/or update training materials. Present training in conjunction with Payroll Supervisor.
  • Evaluate payroll staff by establishing goals, monitoring and measuring, counseling and disciplining employees. Ensure a high‑level of customer service to our internal customers.
  • Performs other duties as directed.
  • Qualifications
  • Associate’s degree in Business or related field or 10+ years of payroll experience required. Bachelor’s degree in Business or related field desirable.
  • Certified Payroll Practitioner (CPP) desirable.
  • 5‑7 years of payroll experience (10+ years of payroll experience if no Associate’s or Bachelor’s degree).
  • Microsoft Office required. JD Edwards, Business Objects/Crystal and Kronos experience preferred.
  • Payroll tax law (multi‑state) knowledge.
  • Understanding of General American Payroll Association Guidelines and Practices.
  • General ledger understanding.
  • Professional oral and written interpersonal communication.
  • Ability to handle confidential information and use discretion while performing job duties.
  • 2‑3 years of supervisory experience.
