The Position

The City of Hayward is looking to fill one Utility Worker‑Water vacancy in the Water Division of the Public Works & Utilities Department. The Utility Worker performs a variety of semi‑skilled tasks requiring a limited knowledge of water and sewer facility installation and maintenance activities. Duties include physical labor and routine tasks that are more difficult or skilled than laborer work.

Operation of light and moderately heavy automotive or other power‑driven equipment is a regular assignment.

You Are

The ideal candidate is looking for a career in the water industry with experience in underground construction (trench safety, confined space training, piping and plumbing, proficiency with common power and hand tools); traffic safety; and/or experience in a parallel industry (shipyard, refinery, earthwork). The candidate must possess a D1 distribution water certificate and a Class B California Driver’s License with a Tanker Endorsement.

The ideal candidate will be a self‑starter, motivated, interested in learning, capable of working in a team or as an individual to complete assignments, able to communicate verbally and in writing, have basic computer skills, and have an interest in serving the public by providing high‑quality water at the lowest possible price in the safest and most reliable manner. The ideal candidate will be accountable, reliable, conscientious, and take pride in their work.

What

You Will Do
  • Assist in the installation, cleaning and repair of water lines, mains, water service connections, meters, valves, and other related facilities.
  • Cut, thread, and assemble pipes; make new water service connections, including installation of meters and boxes and tapping main lines.
  • Assist in locating and repairing leaks or breaks in water lines.
  • Participate in the inspection, cleaning and flushing of water lines.
  • Fill out valve locator cards and create field maps indicating locations.
  • Use pipe locator to trace pipe routes.
  • Paint pipe location marks on streets for excavation purposes.
  • May perform leak detection as directed.
  • Operate trucks and use various hand or pneumatic tools and maintenance equipment, including loader.
  • Operate light power equipment such as compressors, jackhammers, tampers and concrete saws.
  • Pick up, unload and deliver materials and supplies; perform related duties as assigned.
Core Competencies

Knowledge of: basic mathematics; construction and maintenance materials, methods, and terminology; occupational hazards and standard safety procedures; basic methods, materials and equipment used in laying or repairing pipe connections; operation and use of light and moderately heavy automotive or other power‑driven equipment used in water line installation, maintenance and repair; use, purpose and maintenance of hand tools.

Ability to: perform a variety of semi‑skilled tasks in the installation and repair of water lines; use hand and power tools; understand and follow oral and written directions; learn procedures and safe handling of non‑commercial chemicals, sprays and poisons; meet requirements for wearing respiratory protection and other safety equipment; follow established safety procedures; work with diverse groups of people; work alone or as a member of a team;

operate skillfully light and moderately heavy power‑driven equipment; communicate with the public professionally; perform heavy physical labor for an extended period; read water and sewer maps.

Job Related and Essential Qualifications

Experience:

one year in the construction and maintenance of water facilities, involving dump trucks, loaders, jackhammers, or related equipment.

Education:

completion of the twelfth grade.

Licenses and Certificates: valid Class B California Driver’s License with a Tanker Endorsement (Class A may be required depending upon assignment); valid California State Water Resources Control Board D‑1 Water Distribution Certificate.
