Under the direction of the Finance Director, the Procurement and Purchasing Manager (the Manager) plays a critical role king closely with leadership, the Manager is responsible for analyzing, planning, directing, and managing purchasing and procurement processes for services, materials, supplies, and equipment; conducting outreach and formal bidding processes; and ensuring regulatory compliance.

• Direct, plan and manage solicitation processes and contract awards, including drafting and finalizing associated documents.
• Coordinate with executive and management staff to determine specific procurement needs and recommend appropriate methods for procuring goods and services.
• Develop cost estimates and execute bid processes, requests for quotations and proposals.
• Draft, negotiate, document, and execute purchase orders, contracts, amendments including conducting outreach to local, small, women and minority owned businesses.
• Monitor compliance with the U.S. Department of Housing and Urban Development (HUD) regulations and the California Public Contract Code for construction and service contracts; recommend appropriate action to effect compliance and seek appropriate measures for non-compliance.
• Manage one support staff position in the department.
