(HSI) is a nonprofit established in 1974 that offers addiction treatment with the goal of reducing substance use and mental health related challenges for individuals from all walks of life. We provide youth prevention, youth and adult outpatient, sobering programs, withdrawal management, and co‑occurring residential programs, with a focus on supporting the well‑being of women, men, youth, LGBTQIA+, and BIPOC clients.

Performance Areas
  • Performance monitoring of direct service staff through weekly workload audits.
  • Design and support of program curriculum implementation in all Project Eden centers.
  • Weekly site visits to monitor quality of curriculum implementation.
  • Contract negotiation with key stakeholders such as County Officials and community programs.
  • Collaboration with the Clinical & Medical and Outreach & Development teams to improve program structure.
  • Leadership and mentorship of program managers across the Horizon family of programs.
Responsibilities
  • Create and facilitate shared materials to support cross‑functional alignment.
  • Provide consistent supervision to clinical staff in alignment with State regulatory expectations.
  • Coordinate, manage, and direct front‑line support and milieu staff to ensure full census and efficient utilization.
  • Oversee program staff to maintain a safe environment of care, following recommendations from Compliance and Outcomes.
  • Design, develop, and implement policies, procedures, and protocols for client safety and environmental care.
  • Collaborate with the Compliance Manager as Safety Representative to ensure attendance at monthly Safety Committee meetings.
  • Maintain policies related to client intake, medication storage, de‑escalation, and care coordination.
  • Integrate subject‑matter experts to align program curriculum across service lines.
  • Oversee day‑to‑day administrative operations for assigned programs.

Service Line Growth & Development
  • Work with stakeholders to achieve adequate service volumes at all sites.
  • Expand or contract programs based on regional demand fluctuations.
  • Establish new partnerships in the Bay Area to support program expansion.
Fiscal Oversight & Growth
  • Monitor budget expenditures, program cash flow, and identify additional funding sources.
  • Execute spending plans and ensure timely reporting to the Finance Department.
  • Manage payroll, petty cash, inventory, and client entitlement activities.
  • Coordinate with Finance on client fees and third‑party insurance claims.
Personnel Recruitment & Management
  • Ensure credentialing documentation meets regulatory requirements.
  • Recruit, select, and onboard front‑line support and milieu staff.
  • Manage employee discipline, salary adjustments, terminations, and grievances.
  • Oversee staff scheduling, timecards, PTO, and on‑call responsibilities.
Training & Professional Development
  • Develop and implement new hire training and ongoing professional development.
  • Conduct performance reviews in alignment with agency core values.
  • Coordinate training opportunities with clinical subject‑matter experts.
Program Compliance & Service Quality
  • Implement policy, procedure, and protocol improvements to maintain compliance with HIPAA, DHCS, and other regulations.
  • Monitor compliance calendar and address timely compliance deadlines.
  • Handle client grievances and corrective actions in accordance with agency policies.
Communications & Community Relations
  • Represent at County meetings and stakeholder engagements.
  • Maintain relationships with referral sources, self‑help groups, and community partners.
  • Report developments from County meetings to the CPO and propose corrective actions.
