Human Resources Benefit Programs Specialist (Temporary)

California State University - East Bay invites applications for a temporary, full‑time Human Resources Benefit Programs Specialist (temporary) position, effective until June 30, 2026.

Salary and Benefits

Salary is $4,261.00 to $6,213.00 per month, depending on qualifications and experience. Benefits include medical, dental, vision, retirement (CalPERS), 401(k), 457, 403(b), dependent and health care reimbursement accounts, life insurance, vacation, sick leave, 14 paid holidays, one personal holiday, and a tuition fee waiver. The position may be eligible for the hybrid telecommute program subject to management approval.

About the Position

Under the guidance of the Director of Benefits and Payroll Services, the Specialist administers the university’s employee benefit programs (health, dental, vision, COBRA, CalPERS, flexible spending accounts). Responsibilities include communicating eligibility, processing enrollments, handling new hires and open enrollments, managing the HR Benefits website, participating in system upgrades, and supporting related HR projects.

Responsibilities
  • Confirm employee eligibility and process new enrollments.
  • Collect and verify documentation for dependents and elections.
  • Enter and verify data in MyHR, BAS, CalPERS, and related systems.
  • Ensure deductions are processed correctly and follow up on discrepancies.
  • Manage annual open enrollment, including communication, materials, and data verification.
  • Conduct dependent verification for medical, dental, and vision plans.
  • Monitor and process dependent terminations and initiate COBRA notifications.
  • Process and verify Qualifying Life Events such as marriage, divorce, or birth.
  • Audit benefits data for accuracy.
  • Respond to employee inquiries and provide benefit information.
  • Coordinate New Employee Orientation sessions.
  • Communicate with union representatives and distribute updated benefit materials.
  • Run and analyze daily benefit reports and identify processing errors.
  • Prepare and upload monthly Dental Files to Delta.org.
  • Enter ACA Safe Harbor data into the SCO ACAS.
  • Identify employees eligible for COBRA and prepare enrollment packets.
  • Administer benefits for FERP participants and process Medicare Part B forms.
Minimum Qualifications
  • Basic knowledge of organizational principles, administration, and management.
  • Basic knowledge of research techniques and statistical methods.
Abilities
  • Analyze and solve problems independently.
  • Communicate effectively, both orally and in writing.
  • Write clear and concise reports.
Education
  • Bachelor’s degree or equivalent combination of education and experience in a related field.
Required Qualifications
  • Bachelor’s degree in a related field or equivalent combination of directly related experience, education, and training.
  • Maintain confidentiality and exercise discretion, diplomacy, and good judgment.
  • Handle highly sensitive materials and situations, including confidential files.
  • Plan and organize multiple tasks, prioritize work, and meet deadlines.
  • Technical literacy with standard office computers; proficiency in People Soft, Microsoft Word, Excel, PowerPoint, email, and internet communications.
  • Draft and compose written correspondence and reports with strong English grammar, punctuation, and spelling.
  • Work independently and apply judgment to solve a wide range of problems.
  • Communicate clearly and effectively with effective listening skills.
  • Maintain composure in high‑stress situations.
  • Handle multiple/changing priorities while adhering to deadlines.
  • Background check (including employment, education, criminal, civil, motor vehicle, licenses, and sexual offender registry as required) must be completed satisfactorily before employment.
Preferred Skills And Knowledge
  • Experience in higher education.
