GENERAL PROFESSIONAL IV (HEALTHCARE BUSINESS ANALYST) – EWA, OAHU

Salary$5,369 to $6,535 per month (SR‑22, Step D to I)
Duties SummaryIndependently performs complex professional work that involves research and analysis of a variety of issues, identification of options, and recommendation of the most viable solution. The position is located in the Department of Human Services, Med‑Quest Division, Systems Office, Requirements and Monitoring Staff 1, and is responsible for reviewing, analyzing, and evaluating organizational and administrative processes to determine the need for developing new or modifying existing information systems;
serves as the technical expert and project liaison for division information technology projects.
Responsibilities include:
- Analyzing business processes of various division programs.
- Determining system requirements; evaluating technology alternatives and user options.
- Recommending and developing IT solutions that meet user requirements and system specifications.
- Assisting IT specialists to revise and incorporate modifications.
- Developing and executing user acceptance tests.
- Monitoring system implementation and operations.
- Developing and maintaining related policies, procedures, and documentation.
- Performing other related duties as assigned.

Basic
Education:
Bachelor’s degree from an accredited four‑year college or university.
General
Experience:
One (1) year of responsible professional work experience requiring a high degree of analytical skill, comparable to General Professional III. Experience must involve gathering, evaluating and analyzing facts, preparing clear written reports and recommendations.
Applicants must possess demonstrated knowledge of the information system development process, information technology principles, methods, techniques and practices, and the ability to research, analyze, and recommend solutions.
RequirementsCertification eligible for those meeting the minimum qualification requirements. In addition, at least one (1) year of General Experience in one or a combination of:
- Working with program and technical staff to analyze program data requirements and information systems, including creating technical or business requirements, developing strategies, and participating in user acceptance testing.
- Evaluating information technology systems and developing information system specification modifications.
Healthcare Business Analyst Experience may have been gained concurrently or separately.
Supervisory Aptitude:
Supervisory aptitude rather than actual supervisory experience may be accepted based on evidence of the necessary abilities or potential.
