Duties Summary- Supervises a staff of lower level enforcement specialists engaged in highly complex labor law compliance investigations. Duties include planning, coordinating program investigation and compliance activities, assigning and scheduling work, exercising control over quantity and quality of work, providing guidance, evaluating performance, planning training, and related duties. Work performed under general direction of a higher level specialist.
- Program specialist work in the program's staff office, responsible for program development and evaluation for a major segment of the labor law administration and enforcement program. Includes developing program plans, policies, procedures, goals, recommending policy changes, evaluating effectiveness, assisting with budget development, drafting legislative and rule changes, developing training programs, providing technical assistance, and maintaining program information management systems. Work performed independently under general supervision.
- Serves as a working supervisor responsible for overseeing hearing activities and conducting administrative hearings on complex to highly complex complaint cases and appeals on notifications of violation issued to employers. Involves planning, directing and coordinating hearings and pre‑hearing conferences; recommending revisions; preparing budget recommendations; supervising and training lower level specialists; conducting administrative hearings.

Legal Authorization to Work Requirement:
The State of Hawaii requires all persons seeking employment with the State government to be citizens, nationals, or permanent resident aliens of the United States, or eligible under federal law for unrestricted employment.
- Comprehensive knowledge of operations, programs, policies, legal requirements and techniques of the enforcement program and its relationship with other related organizations in the State.
- Ability to provide technical assistance and advice to other program personnel; deal effectively with top-level management personnel on problem areas; make sound, impartial and objective decisions; supervise lower level specialists; prepare budget estimates when required.
Education Requirement:
Graduation from an accredited four (4) year college or university. Excess work experience may be substituted on a year-for-year basis if it provides comparable knowledge, skills and abilities.
Specialized Experience Requirement:
Three and one-half (3 ½) years of progressively responsible professional work experience involving the application of labor laws and rules as a primary function, in performing investigations, and/or enforcing and promoting compliance with state laws and rules pertaining to wage and hour, wages and hours of employees on public works, payment of wages and other compensation, family leave, and child labor.
Supervisory Aptitude:
Demonstrated aptitude or potential for supervisory duties through successful completion of assignments with supervisory responsibilities, team leadership, supervised assignments, or training courses in supervision accompanied by application of supervisory skills.
