Program / Project Manager, Operations Manager
To perform technical, administrative, and supervisory work involving the planning, research, and supervision of public works and utility projects. An employee in this class provides technical, administrative, and supervisory work to the director of Public Services. Emphasis of the work is on organizing and directing work of employees engaged in various municipal public works projects and operations including sanitation, maintenance of streets and rights of way, fleet and equipment, building and grounds, storm water, water and wastewater treatment plants, and water distribution and wastewater collection systems.
Additional roles are to develop scopes of work, research and provide working reports related to long range planning for infrastructure maintenance, repair, and replacement. Work also includes contract management, handling of citizen complaints or questions, and budget and personnel administration for the department. The employee represents the department in various public meetings with citizens, developers, regulatory officials, and various advisory boards.
Work is evaluated by the director on the basis of attaining individual and team work objectives, safety of employees, crew leadership, and observation and inspection of completed jobs.
- Plans and manages the activities of all public services department staff; ensures coordination of activities with other departments.
- Motivates, mentors, trains and develops employees through effective leadership.
- Reports to and advises director on public works and utilities projects and activities
- Researches, evaluates and recommends operational changes and strategies for the department.
- Assists with selection, promotion, training, and counseling and disciplining of department personnel in consultation with department director; assist with setting priorities and deadlines.
- Engages in considerable personal contact with citizens concerning service request and complaints; investigates and recommends actions; coordinates projects with other departments; in the absence of the director attends department head and City Council meetings to represent the department.
- Provides management support in annual budget process by preparing department operating and capital improvement needs analysis and estimates.
- Prepares various staff reports for the City Manager; may negotiate general or professional services and capital improvement project contracts.
- Prepares and implements reviews of employee safety, development, and operating training programs.
- Assists in the Planning and Management of Contracted Services.
- Thorough knowledge of related City policies, state and federal laws and regulations.
- Thorough knowledge of design, implementation, maintenance and operations methods and principles of public works, public water and waste water utilities.
- Knowledge of related engineering principles and practices.
- Knowledge of equipment and materials used in the construction, maintenance and repair of municipal infrastructure.
- Knowledge of occupational health and safety practices required in performing water and sewer pipe maintenance and when working in traffic control zones.
- Knowledge of the principles and practices, laws, and regulations relating to the area of work performed and supervised.
- Knowledge of the principles and practices of effective budgeting, personnel management and supervision, and purchasing practices.
- Ability to plan and supervise the work of work crews; ability to prepare written evaluations on the performance of work crews for management.
- Ability to prepare complex and detailed records and reports including construction plans, budget documents, and personnel files.
- Ability to read plans pertaining to various public works projects.
- Ability to maintain effective working relationships with City officials, other public officials, employees, contractors and the general public.
- Ability to present ideas effectively in oral and written form
- Ability to serve in the capacity of the department director as required.
- Ability to speak in small groups and make presentations to elected officials, state regulatory agencies, and citizens.
