OverviewThe leader of multifunctional Subcontract Management Teams overseeing subcontractors or critical subcontracted systems for all contract types and programs. Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor or the product family. Responsible and accountable for ensuring performance and support of the contract milestones. Develops sourcing and subcontract programme management strategic plans that address overall program capture needs and execution.
Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability and program execution. Makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications.
- The Subcontract Programme Manager oversees the development of subcontract specifications, work statements, and terms and conditions for the procurement of specialised materials, equipment, and services for subcontracts.
- Candidate needs to have a complete understanding and wide application of technical principles, theories and concepts, in the field; for example prepares bid packages, conducts bidders' conferences, develops evaluation criteria, analyses and evaluates proposals, selects or recommends subcontractors, writes subcontract packages for review, assists with preparing awards and administers resulting subcontracts.
- Assists with coordinating additions, deletions, or modifications to subcontracts.
- Participates with contracts administration and purchasing to develop subcontract policies and procedures.
- Subcontract Programme Management or Programme/Project Management Experience
- Strategically aware – Defines the strategic direction and completion of specific programs and projects, through sourcing strategy and supplier positioning.
- Ability to create and maintain strong enduring relationships with internal and external stakeholders.
- Excellent organisational skills and attention to detail
- Problem solving - provides technical solutions to a wide range of difficult problems.
- Risk and Opportunity management experience
- Ability to oversee and control scope using change control processes
- Subcontract management and negotiation experience with supplier performance analysis skill set
- Demonstrated ability to multi-task (position will include program execution and proposal support efforts) across multiple programmes/platforms
- Experience of creating schedules and managing internal parties to the schedule
- Good oral & written communication skills
