This position is responsible for leading and managing the day-to-day functions of the Engineering Department under the overall guidance of the Public Works Director. The City Engineer will perform complex professional work in organizing, directing, and managing the Engineering Department’s activities. The City Engineer serves as the City’s liaison with the public through presentations and other contacts regarding engineering projects.

- Supervise, assign duties, and direct the daily performance of the Engineering Department staff.
- Provide overall direction and management of the City’s infrastructure improvement projects.
- Determine applicable codes, regulations, and requirements for assigned projects.
- Manage the preparation and development of infrastructure plans and specifications, advertisements for bids, reviews of construction bids, and contract award recommendations.
- Oversee the review and response to engineering issues relative to development and redevelopment proposals.
- Coordinate activities between the Engineering Department and other City Departments, outside agencies, project partners, and stakeholders.
- Support the PW Director with review of available federal, state, or other funds as they may apply to public works and engineering functions, and determine appropriateness of applying for such funds. Oversee the application of such funds to support programs that will benefit the City as assigned.
- Direct the work of consultants involved in City project design and project management activities.
- Serve as advisor to the City Council, City staff, outside governmental agencies, consulting engineers, developers, and other parties on matters related to the City’s Engineering Department and projects.
- Effectively communicate plans and progress on projects to City Council and the public.
- Oversee assigned projects to ensure contractor compliance with project time and budget parameters.
- Perform the City’s Municipal State Aid needs reporting duties, funding requests, and plan review submittal.
- Develop feasibility reports, capital improvement plans, project budgets, and engineering studies.
- Assist in developing the departmental budget.
- Actively participate in the recruitment, selection, orientation, advancement, and evaluation of staff.
- Encourage and promote individual staff development to ensure the highest quality of service and knowledge with regard to Engineering.
- Perform other duties as required, assigned, apparent, or delegated.
- Regular attendance is required.
- Bachelor’s degree in civil engineering from a regionally accredited college or equivalent.
- Five or more years of progressively responsible engineering experience, with a focus in Municipal Engineering, municipal infrastructure projects and coordination of land development and redevelopment activities or related.
- Demonstrated experience in concurrent management of multiple programs and complex projects.
- Three years of supervisory experience or related experience providing work direction.
- Registered as a Professional Engineer in the State of Minnesota or have the ability to obtain within six months.
- Possession of a valid Driver’s License.
- Good verbal and written English communication skills.
- Master’s Degree in Engineering, Public Administration, or related field.
- Previous experience as a City Engineer or work in the City Engineering Department of a similar size City.
- Comprehensive knowledge of municipal engineering.
- Advanced skills in project management.
- Considerable skill in the development of project cost estimation and budgeting.
- Ability to effectively supervise and provide leadership to a range of staff with different skills, job duties, and abilities.
- Ability to act in a decisive manner, using good judgement.
