Summary
This Registered Nurse position is in Primary Care services at the White River Junction Healthcare Systems (WRJ) in Vermont. This is a full‑time, 40‑hour per week position.
QualificationsBasic Requirements:
- English Language Proficiency (basic written and spoken English required)
- Graduate of a professional nursing school approved by an accrediting agency (ACEN or CCNE) at the time of completion.
- Or individuals attending a master’s level bridge program in nursing with coursework equivalent to a bachelor’s degree may become registered before completion of the program.
- Upon achieving a state license, an individual may be appointed on a temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program.

- Or foreign school graduates with a current, full, active, and unrestricted registration meeting the requirement for an accredited nursing program.
- Foreign nursing education higher than an associate degree requires a formal equivalency evaluation from an accepted VA agency (e.g., International Consultants of Delaware).
- Current, full, active, and unrestricted registration as a graduate professional nurse in a U.S. State, Territory, Commonwealth, or the District of Columbia.
- Graduate Nurse Technician (GNT) Exception:
Candidates who meet educational requirements but lack licensure may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120‑day temporary appointment while actively pursuing licensure (may be extended up to two years on a case‑by‑case basis).
NOTE:
Grandfathering Provision – All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held. - Grade Determinations:
Scope‑Education and Dimension criteria must be met in determining the grade assignment and level within a grade. - The Dimension requirements (Practice – Veteran/Patient Driven Care – Leadership – Professional Development – Evidence‑Based Practice/Research) are detailed for each grade and level within the online assessment: Questionnaire/.
- Nurse I – Level I:
Delivers fundamental, knowledge‑based care with technical competencies. - Nurse I – Level II:
Demonstrates integration of biopsychosocial concepts and cognitive skills, providing care to clients with basic or complex needs; requires an ADN or Diploma in Nursing and one year of specialized experience, or a BSN with no additional experience. - Nurse I – Level III:
Demonstrates proficiency in practice based on conscious and deliberate planning; requires an ADN or Diploma with two years of experience, or a BSN with one year of experience, or an MSN with no additional experience, or a related master’s with a BSN and no additional experience. - Nurse II:
Demonstrates leadership in delivering and improving holistically; requires a BSN with two years of experience, or an MSN with one year of specialized experience, or a related master’s with a BSN and one year of experience, or a Doctor of Nursing with no professional experience, or a related doctoral with a BSN and no experience. - Nurse III:
Executive leadership with creative management of complex client care beyond the immediate setting; requires an MSN with two years of specialized experience (one equivalent to Nurse II) or a related master’s with a BSN and two years of experience, or a Doctor of Nursing with one year of specialized experience, or a related doctoral with a BSN and one year of experience. - Foreign education programs are not creditable as related degrees.
- Preferred Experience:
