Location & Work Type

Hybrid (on‑site in Hartford, CT; also Columbus, OH and Charlotte, NC) – 2 days per week in office. Not open to relocation at the moment. Contract to Hire position.

Description

Technical Lead to design and develop the Policy Booklet Generation module within a policy administration system. Responsibilities include simplifying complex architecture, streamlining and extending the data model for multiple employee benefits products, defining integration patterns and APIs, and providing hands‑on technical leadership through delivery.

Key Responsibilities

• Lead technical oversight, technical designs, documentation, and engineering for the Policy Booklet Generation module.

• Assess and simplify the current application architecture, identifying redundancies, inefficiencies, and technical debt.

• Develop scalable, modular, maintainable designs aligned with Solution Architecture and Enterprise Architecture standards.

• Design an extensible data model and framework supporting multiple employee benefits product types.

• Define integration patterns, API specifications, and interface contracts with upstream/downstream systems.

• Lead and mentor a cross‑functional development team, guiding engineering best practices and coding standards.

• Drive technical decision‑making across the lifecycle, ensuring performance, reliability, and security requirements are met.

• Oversee implementation of new software components and refactoring of legacy components.

• Conduct code reviews and architecture reviews.

• Translate business requirements into technical designs with product managers, business analysts, and solution architects.

• Modernize document configuration, versioning, composition, and rendering, decoupling content, rules, and formatting.

• Centralize content and metadata management.

• Ensure integration with policy admin components and The Hartford's enterprise document generation engine (PDA) and document repository (Documentum).

• Enforce data governance, metadata structures, and API interaction standards.

• Promote modernization technologies such as microservices, micro‑frontends, cloud deployment models, and automation pipelines.

• Collaborate with solution architects, product owners, and engineering leadership on technical strategy.

• Communicate technical decisions, trade‑offs, and roadmaps to leadership.

• Partner with QA and Dev Ops for robust testing and deployment processes.

Qualifications

• Bachelor’s or Master’s degree in Computer Science, Engineering, or related field.

• 8+ years of software engineering with 4+ in a technical lead or architect role.

• Experience designing large‑scale enterprise applications, preferably in insurance or financial services.

• Expertise in data modeling, architectural simplification, and legacy modernization.

• Hands‑on experience with API development, microservices, and cloud platforms (AWS/Azure).

• Experience with document generation frameworks and content management systems.

• Strong communication and leadership capabilities.

Preferred Skills

• Experience with policy administration systems or document generation modules.

• Knowledge of rules engines, metadata‑driven architectures, or dynamic content assembly.

• Familiarity with domain‑driven design, event‑driven architectures, and CI/CD.

Certifications

• Java:
Oracle Certified Professional – Java SE 11/17 Developer.

• AWS:
Certified Solutions Architect – Associate/Professional or Certified Developer – Associate.

• TOGAF 9/10 Certification.

Pay

$65.00 – $70.00 per hour.
