Introduction
of the State of Connecticut Department of Social Services (DSS) include a new State Program Manager role to lead the PCA Workforce Council located at 55 Farmington Avenue, Hartford, CT.
Position Highlights- Full‑time, 40 hours per week
- Monday – Friday
- Shift: 8:00 am – 4:30 pm (First shift)
- Hybrid work arrangement after a successful test period
This highly specialized role requires significant labor‑relations experience, including:
- Responding to grievances and interpreting collective bargaining agreements (CBAs) to ensure compliance
- Overseeing contracts governed by the CBA and supporting program staff and contractors in meeting contractual and labor compliance requirements
- Planning, directing, and managing day‑to‑day operations of the PCA Workforce Council and supervising staff
- Providing input on policy development and budget preparation as needed
- Serving on committees and task forces and speaking before professional and lay groups论文 pending agency mission coefficients
- Leading recruitment, hiring, outreach, interview and selection activities

- Nine (9) years of professional experience; at least one (1) year in the specific area of assignment
- Considerable knowledge of and ability to apply management principles and practices, relevant state RT federal laws, statutes and regulations; project management; business and public administration principles, with emphasis on effective organization and administration
- Considerable interpersonal, oral and written communication skills
- Considerable ability to analyze organizational problems and determine effective solutions
- Educational substitutions: up to four (4) years of college training or a master’s degree may substitute for experience as specified in the posting
- Preferred: experience in investigations, grievance conferences, grievance arbitrations, collective bargaining agreement administration, and labor‑relations coordination
