- Full‑time, 40 hours per week
- First shift, Monday–Friday, 8:00 a.m. – 4:30 p.m.
- Hybrid role after successful working test period
This highly specialized role requires significant labor relations experience to respond to grievances, interpret collective bargaining agreements (CBAs) to ensure compliance, and oversee contracts governed by the CBA. The position also supports program staff and contractors in meeting all contractual and labor compliance requirements.
The role is responsible for overseeing the administration of the PCA Workforce Council, including planning, directing, and managing day‑to‑day operations and supervising staff.

Minimum Qualifications – General Experience
9 years of professional experience.
Minimum Qualifications – Special Experience1 year of the general experience must have been in the specific area of assignment.
Minimum Qualifications – Substitutions Allowed- College training may be substituted for the general experience on the basis of 15 semester hours equaling half a year of experience, up to a maximum of 4 years for a bachelor's degree.
- A master's degree in business administration, public administration, or a closely related field may be substituted for one additional year of the general experience.
- Two years of experience as an Apprenticeship and Training Program Manager may be substituted for the general and special experience.
- Experience in the administration of investigations, progressive discipline or handling of grievances and arbitrations.
- Experience in conducting grievance conferences with union officials.
- Experience in conducting investigations and determining appropriate action.
- Experience in administering and interpreting collective bargaining agreements.
- Experience coordinating labor relations activities to ensure consistency of policies and procedures and uniform interpretation and administration of agreements.
- Experience in planning and managing program benefits and services within a social services assignment.
- Experience monitoring, analyzing, and evaluating programs, policies, and grantee performance to determine effectiveness and quality of service.
- Experience in a designated operation ensuring provision of social services programs through administration of grants and contracts.
