Specifically, this position will lead the legal team supporting the Environmental Quality Branch and its programs.

Your Role

The Office Director (Legal) focuses on supporting the Commissioner, the Deputy Commissioner of the Environmental Quality Branch, and the personnel within the Bureaus of Air Management (Air), Water Protection and Land Reuse (WPLR), and Materials Management and Compliance Assurance (MMCA). The position, along with the staff it oversees, provides legal support on state and federal environmental programs, enforcement cases, permitting and administrative proceedings, drafting regulations, and fielding day‑to‑day questions.

Functions

of this position include, but are not limited to:
  • Providing legal guidance and representation to the Commissioner and agency personnel to achieve programmatic goals.
  • Reviewing, drafting and implementing statutes and regulations that impact human health and the environment.
  • Understanding overlapping federal and state jurisdictions and ensuring eligibility for federal funding.
  • Assisting with permitting and enforcement matters to ensure consistent application of administrative requirements.
  • Communicating with other government branches for significant matters or policy decisions.
  • Supporting enforcement efforts through drafting, negotiating and reviewing consent orders.
  • Managing a team of attorneys performing similar responsibilities.
Selection Plan
  • Incumbents in this class must be a member of the Connecticut Bar.
