Position: Medicaid Director(Social Services Director Of Medical Care Administration)

Medicaid Director – Department of Social Services – Hartford, CT – Salary $146,878–$199,231 per year – Open 1/27/2026 – Close 2/24/2026

Overview

Lead Connecticut Medicaid (HUSKY Health), oversee policy, operations, and legislative engagement for ~1 million residents. Manage 160 staff and authority over medical, behavioral, dental, and transportation services.

Responsibilities
  • Strategic direction and operational oversight of Medicaid program.
  • Policy development, regulation, and program administration.
  • Legislative engagement and state partnership collaboration.
  • Budget planning and fiscal management of program budget.
  • Staff management and recruitment of 160 professionals.
  • Represent Medicaid in Governor’s office, legislative committees, and federal partners.
Qualifications – Minimum
  • Five (5) years in an administrative capacity managing a large public health or medical insurance program.
  • Personnel management responsibility for a division with programmatic budget ≥$1,000,000.
Preferred Qualifications
  • Master’s degree or higher in Public Health, Public Administration, Health Policy, JD, or related field.
  • Senior-level leadership and supervisory experience in Medicaid/Medicare or large-scale healthcare administration.
  • Expertise in Medicaid, CHIP, or Medicare regulations, financing, and program design.
  • Experience leading a state Medicaid program and engaging legislators.
  • Proven fiscal management of billion-dollar budgets.
  • Strong communication, legislative testimony, public speaking, and media engagement skills.
