Supervisory Auditor; Title Security Clearance

Position: SUPERVISORY AUDITOR (Title 5) with Security Clearance
Duties This National Guard position is for a SUPERVISORY AUDITOR (Title
5), Position Description Number T5143P01 and is part of the CT USPFO, National Guard. Temporary promotion not to exceed two (2) years. The purpose of the temporary promotion is to backfill a deployed Soldier. The temporary promotion will be terminated within 30 days of return of the incumbent to the position. JOB SUMMARY:

The primary purpose of the position is to supervise a staff of Auditors engaged in substantive professional, technical, and administrative work. Supervisory duties constitute at least 25% of the work of this position and the creditable base level of work supervised is GS-12. To credit this base level requires supervision of a unit in which at least 25% of the non-supervisory work directed is at the GS-12 level.

Serves as principle auditor and authoritative expert on internal review and audit compliance. The major duties include, but are not limited to:
* Responsible for planning, directing, coordinating, and reviewing daily and long term operations.
* Exercises supervisory personnel management responsibilities.
* Develops programs and makes assignments by establishing priorities in conjunction with the Adjutant General and USPFO.
* Performs liaison functions with internal/external agencies, and private organizations, e.g., Army Audit Agency, Government Accounting Office, Air Force Auditing, State Legislative Audit, Congressional Staff, and contractors to schedule audits and coordinate responses.
* Performs analyses, surveys, and studies as a "troubleshooter" in critical areas involving problems of exceptional complexity and having significant operational or financial management impact, identifies the source of troubles or difficulties, and solves, eliminates, corrects, or overcomes them. EDUCATION REQUIREMENTS:

Degree in Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. GENERAL

EXPERIENCE:

All on-board Series GS-0511 personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. SPECIALIZED

EXPERIENCE:

Your resume and any other supporting documentation you wish to provide must clearly substantiate you currently possess the required length of specialized experience in the following: REQUIRES 48 MONTHS:
* Must possess at the least, level one or level two financial management certification.
* Experience demonstrating financial audit and/or performance audit competencies that led to objective and systematic examinations and resulted in independent audit assessments of structure, performance, efficiency, program, activity or function.
* Experience and competencies providing expert performance results in applying auditing principles and procedures.
* Experience in audit preparation, planning, conducting, and reporting with a full range of competencies in the auditing business that successfully accomplished intended purposes; met or exceeded operational efficiency; provided accurate, reliable, timely, and useful financial audit data; or demonstrated experiences in conducting audits that involved evaluating financial management in terms of economical use of property and personnel.
* Experience demonstrating adherence to prescribed policies; effective control over expenditures, liabilities, revenues, and assets; proper accounting for resources and financial transactions; compliance with applicable laws, regulations, and precedent decisions; and compliance of agency accounting systems with generally accepted must include audit report preparations and oral presentations that involved significant audit findings and discovered conditions with cause and effect factors.
