Principal Cost Analyst (
Hybrid
) – Connecticut Department of Administrative Services.
Location:
Hartford, CT. Salary: $99,570 - $127,418/year. Close Date: 1/20/2026.
This role supports the Rural Health Transformation Program (RHTP) and is responsible for the development and implementation of Medicaid reimbursement methodologies that support RHTP projects. Proficiency in Medicaid reimbursement, especially in value-based payment methods, hospital reimbursement, and fee-for-service, is required. Successful candidates will consult with health care facilities, members of the state legislature, and state leadership regarding Medicaid payment.
Position Highlights- Durational position that terminates at the end of the RHTP grant spending period (September 30, 2030) unless extended up to 12 months subject to funding and business needs.
- Full-time, 40 hours per week, Monday – Friday.

- Consult with health care facilities, state legislators, and state leadership regarding Medicaid payments.
- Plan unit workflow, determine priorities, and oversee the work of a cost analysis team as applicable.
- Prepare reports and perform related duties as required.
- Minimum Qualifications
Eight (8) years of experience in technical work in cost accounting or fiscal management. Fiscal management is defined as professional accounting or auditing work with responsibility for the review and recommendation of financial policies and procedures. - Special Experience
One (1) year of General Experience must have been in an advanced professional capacity recommending cost funding policies in a medical, intergovernmental, or quasi-public setting. - Substitutions Allowed
College training may be substituted for General Experience (15 semester hours = 1/2 year, up to four years for a Bachelor's degree). Master’s degree in accounting, business administration or hospital administration may substitute for one additional year of General Experience. CPA certification may substitute for one additional year of General Experience.
- Experience in fiscal analysis, cost reporting, and ability to synthesize complex financial data; strong verbal and written communication.
- Experience independently performing highly complex cost/financial analysis for Medicaid reimbursement methods.
- Experience analyzing claims data, provider financial data, and cost reports.
- Experience interpreting and applying federal and state laws/regulations; knowledge of Medicaid payment and financing policy (fee-for-service, value-based payments, hospital reimbursements).
