Introduction
The State of Connecticut, Department of Energy and Environmental Protection (DEEP) is recruiting for an Environmental Protection Air Pollution Control Engineer 3 to join the Bureau of Air Management in Hartford, CT.

Your RoleThe Attainment Planning Group (APG) is part of the Bureau of Air Management’s Planning & Standards Division. The APG ensures clean air for all citizens by:
- Implementing Connecticut’s air quality planning requirements under the federal Clean Air Act.
- Preparing and disseminating daily air quality forecasts for ozone and fine particulate matter.
- Conducting, analyzing, and reviewing air quality modeling outputs and satellite data.
- Analyzing new and existing air quality policies and cooperating with multi‑state technical committees.
The Air Pollution Control Engineer 3 will work on complex projects with regional and statewide impact, and may lead staff as needed.

Responsibilities- Review and analyze complex engineering plans for stationary or mobile sources.
- Perform engineering studies of air pollution control equipment.
- Develop recommendations and regulations.
- Prepare reports on source emissions, atmospheric monitoring, and compliance assessments.
- Plan installation, operation, calibration, maintenance, and repair of monitoring equipment.
- Develop, maintain, and modify air pollution program models.
- Conduct source testing, analyze data, and review testing plans.
- Design, develop, implement, and maintain the computerized environmental information system.
- Plan and oversee emission monitoring or quality assurance programs.
- Testify in hearings and court cases; represent the unit at meetings and conferences.
- Perform on‑site inspections of complex sources; investigate complaints; review modeling results.
- Perform related duties as required.
- Distribute, prioritize, oversee, and review unit work.
- Provide staff training and assistance.
- Assist in performance evaluations.
- Liaise with agencies, consultants, and officials regarding policies and standards.

- Knowledge of air pollution sources, control methods, regulations, data collection, analysis techniques, instrumentation, quality assurance plans, industrial processes, and engineering software.
- Interpersonal, oral, and written communication skills.
- Ability to design, calibrate, troubleshoot, and maintain monitoring equipment; evaluate cost effectiveness; utilize computer software; and lead projects.
Seven (7) years of experience as an engineer or scientist in an air pollution control program or as an engineer or technician in the installation, operation, calibration, modification, maintenance, or repair of chemical, mechanical, meteorological, and electronics equipment, including two (2) years directly related to air pollution control.
Minimum Qualifications – Substitutions Allowed- College training in applied math, biological/physical sciences, engineering, meteorology, public health, or statistics may substitute for experience at a rate of 15 semester hours equaling 0.5 year of experience, up to four (4) years for a bachelor’s degree.
- A master’s degree may substitute for one (1) additional year of experience.
- State employees can substitute 1 year as a PAE 2 or 2 years as a PAE 1.
- Experience in meteorology and air quality forecasting.
