Supervising Environmental Engineer (Public Health) – 35 Hour | Hybrid
Location: Hartford, CT

OverviewLead the Rule Implementation Unit within the Drinking Water Section, ensuring compliance with federal and state drinking water regulations for 2,400 public water systems serving nearly 3 million residents.
Key Responsibilities- Oversee the Rule Implementation Unit to ensure Public Water System compliance with the Safe Drinking Water Act (SDWA) regulations, including Groundwater Rule (GWR), Revised Total Coliform Rule (RTCR), Lead and Copper Rule (LCR) and its revisions (LCRR), Disinfection Byproducts Rules (DBPR), and Surface Water Treatment Rule (SWTR).
- Supervise, train, and evaluate staff performance.
- Review and analyze water quality data to ensure compliance with Maximum Contaminant Levels (MCLs), Treatment Technique (TT) requirements, and monitoring/reporting requirements.
- Manage issuance of violation notices and compliance letters.
- Coordinate technical assistance, communication, and troubleshooting with public water systems (PWSs) and certified laboratories.
- Collaborate with other units in the Drink Water Section to ensure effective implementation of drinking water laws.
- Review sample siting plans, waiver requests, operational reports, seasonal startup procedures, and other PWS documents.
- Develop or recommend policies and procedures to support SDWA implementation.
- Eight (8) years of experience in environmental engineering involving groundwater, water and wastewater treatment systems, or related design and operation.
- At least one (1) year in a supervisory or lead level capacity (Environmental Engineer III level equivalent).
- College training in civil, chemical, or environmental engineering may substitute up to 15 semester hours (½ year) per year of experience for a maximum of four (4) years with a bachelor's; a master’s may add one (1) additional year.
- Strong knowledge of federal and state drinking water laws, policies, and regulations.
- Ability to analyze chemical, bacteriological, and microscopic water and wastewater test data.
- Excellent verbal and written communication skills, with the ability to plan, oversee, and conduct engineering surveys.
- Proficiency with compliance determination software such as the Safe Drinking Water Information System (SDWIS) and related applications.
- Professional Engineer (PE) licensure preferred.
- Experience with Connecticut and federal drinking water regulation implementation.
- Experience improving internal workflows and planning for new regulations.
- Experience leading staff, developing workplans, evaluating performance, and aligning resources with priorities.
- Competitive salary range $80,000–$100,000, depending on experience.
