PositionThe Town of Harrisburg is currently seeking a Planner to join our Planning Department. This position performs a variety of administrative, technical, and professional planning tasks in support of the Town’s current and long-range planning programs, with a focus on developing and implementing land use policies, zoning regulations, and municipal planning initiatives.
An employee in this class provides essential support for coordinated growth and development efforts, including:
Review comprehensive plan amendments, rezonings, subdivision plans, and site development plans for compliance with the Town’s Unified Development Ordinance (UDO) and related regulations. Conduct site inspections for zoning, landscape, and architectural compliance. Prepare staff reports and make presentations to various advisory boards, commissions, and elected officials. Assist with special planning projects and applying GIS techniques for mapping, analysis, and public engagement tools.
This position requires considerable knowledge of the Town’s Unified Development Ordinance, a strong understanding of planning principles, and the ability to effectively communicate ordinance requirements to the public, developers, builders, real estate brokers, property owners, etc. The Planner reports to the Assistant Planning Director and exercises independent judgment and discretion in carrying out assignments.
We are looking for individuals with knowledge of the Town’s development and zoning ordinances, as well as a strong understanding of governmental laws, programs, and services relevant to community development and planning. They should be experienced in using GIS systems to create, maintain, and analyze planning data and possess strong skills in public speaking, meeting facilitation, and conflict resolution, including the ability to communicate technical requirements clearly to developers, contractors, property owners, and the public.
The ideal candidate will also be capable of conducting studies, collecting and analyzing data and statistics, preparing technical reports, and making informed planning recommendations. Additionally, they should be adept at analyzing complex planning issues and proposing effective solutions while demonstrating a collaborative approach to problem-solving and a commitment to excellent customer service.
Graduation from a four-year college or university with a degree in urban planning, architecture, or a related field; 2-4 years of experience in local government planning; or an equivalent combination of education and experience.
Special RequirementsPossession of a valid North Carolina Driver’s License.
Ability to obtain AICP Certification

The hiring range is $54,037 – $67,217 and starting salary will be dependent on qualifications and prior experience. Will also be eligible for a $2,500 sign-on bonus upon hire.
